CLEANUP AND ABATEMENT ORDER - 4 - <br /> THE <br /> 4 - <br /> THE PORT OF STOCKTON, PUREGRO FEED, AND <br /> PACIFIC MOLASSES AG PRODUCTS <br /> 2. By 30 August 1995 submit the one name and address to be used for billing purposes for <br /> reimbursement of the Regional Board for reasonable costs associated with oversight of the <br /> cleanup of this facility. Non-payment of subsequent bills shall be considered a violation of <br /> this Order. <br /> 3. Conduct a groundwater monitoring program. <br /> a. Groundwater shall be monitored in each of the five monitoring wells, and any other <br /> well(s) installed during the duration of this Order. The method of sampling, <br /> including containers, preservatives, transportation, and holding time, shall be in <br /> accordance with the EPA's Standard Methods. <br /> b. For as long as the facility remains vacant, samples shall be collected on a semi-annual <br /> basis, during the second week of August and February each year. .After a tenant <br /> moves onto the site, samples,shall be collected on a quarterly basis, during the second <br /> week of August, November, February, and May each year. <br /> C. Prior to sample collection, the depth to;groundwater in each well shall be determined <br /> and recorded for submittal. In order to determine the Mean Sea Level elevations, the <br /> well collar elevations shall be surveyed,'relative to.the vaulted, permanent, brass <br /> benchmark located on West Washington Street near the Port of Stockton office <br /> complex. <br /> d. Before samples are collected, each well'shall be purged for a minimum of three well <br /> volumes or until the temperature, EC, and pH have stabilized. Each water sample <br /> shall be analyzed for nitrate, ammonia,land Total Kjeldahl nitrogen. Analysis shall <br /> be by standard EPA methods. <br /> e. A report shall be submitted to the Regional Board within forty-five (45) days of <br /> sample collection and shall contain the following information: <br /> (1) Background; <br /> (2) Methods, including water level measurement and ground water collection; <br /> (3) Results, including groundwater analytical data, groundwater elevation data. <br /> (relative to MSL), and groundwater flow direction shown as contours on a <br /> map; and <br /> (4) Conclusions. <br /> 4. Before any tenant, including Cargill Molasses 'Liquid Products, occupies the facility at 2130 <br /> West Washington Street, they shall submit a technical report which shows that materials will <br />
