Box 280
Davis, CA 95617
REQUEST FOR INVESTIGATIO V• CAL FARM SUPPLY, STOCKTON
For over a year, the Regional Water Quality Control Board has been involved in an investigation
into the extent and source of nitrogen pollution at the former PM Ag Products feed facility on W.
Washington Street in Stockton. Recent groundwater monitoring at this facility shows high levels of
nitrate in the upgradient well. The former Cal Farm Supply property is upgradient of the PM Ag
Products site.
Our files show that a series of site assessments have been completed at Cal Farm Supply, and that
elevated nitrate levels were found in one monitoring well in 1989. Although soils containing
organochlorine pesticides were removed from the sites, the groundwater has not tested for
pesticides. In addition, petroleum hydrocarbons remain in the groundwater from a leaking
underground tank.
We understand that you have recently requested a closure certification from the Board and San
Joaquin County Public Health Senice, and that the County is requiring additional monitoring of the
wells for petroleum products. This letter is to formally request (a) that groundwater from the five
monitoring wells be sampled one time and analyzed for organochlorines, organophosphates,
carbamates, triazines, and chlorinated herbicides; and that (b) you conduct a further assessment to
determine whether Cal Farm Supply is the source of the elevated nitrate levels found in PM Ag
Product's upgradient well. This further assessment shall be coordinated with site assessment
activities a PM Ag Products.
By 15 October 1994, please submit a workplan to accomplish the above two objectives. The
workplan shall include a scope of work and a proposed time schedule for each phase of work. All
field work, data interpretation, and report writing shall be conducted under the supervision of a
registered engineer or geologist.
If you have any questions, or wish to set up a meeting to discuss this matter, you may contact me at
(916) 255-3104.
mc*
WENDY WYELS
Ag Regulatory Unit e;UG ;ate
cc: Ms. Diane Hinson, San Joaquin County Public Health Service, Stockton ENVRONMCN-f
Mr. Nick Nickerson, Unocal, San Ramon FERMIT(SE:<v!CES
Mr. Charles Hall, Napa
