MARKET STREET LINDEN, CALIFORNIA CONTRACT NO. 06A1895, TASK ORDER NO. 4, EA NO. 10-OY3600 E-FIS PROJECT NO. 10-1300-0181-0 Dear Mr. Fox: In accordance with California Department of Transportation (Caltrans) Contract No. 06A1895, Task Order(TO)No. 4, Expense Authorization (EA)No. 10-OY3600,and E-FIS Project No. 10-1300-0181-0, we are submitting this Workplan for underground storage tank(UST) site investigation activities to be conducted in the Caltrans right-of-way(ROW)at the northeast corner of State Route 26 and N. Market Street (the Site) located in Linden, California. This Workplan describes the scope of services requested by Caltrans and outlines procedures and methods to be employed to complete the project. BACKGROUND Comcast encountered a previously unknown UST within the Caltrans ROW during installation of a fiber optic line in October 2012. The line was directionally drilled through the top of the tank that was subsequently exposed in Excavation 1. No evidence of USTs or associated contaminated soil was encountered in the directional drilling pit(Excavation 2). The San Joaquin County Environmental Health Department (SJCEHD) was notified and performed a site inspection. According to the attached Notice to Abate dated October 24, 2012, the SJCEHD inspector noted that the top of the tank was sheared off and the UST contained fluid but did not note any odor. Comcast's Contractor confirmed that the fluid was generated during the directional drilling operations. The Notice to Abate requires permitted removal or abandonment of the tank. The approximate site location is depicted on the Vicinity Map, Figure 1, and Site Plan, Figure 2. Photographs depicting the Site,fiber optic line installation and exposed UST top are attached. In September 2012, Geocon retained Advanced Geological Services (AGS) to perform a geophysical survey at the Site. AGS identified shallow metal at the UST location at Excavation I in addition to a buried metal anomaly and buried utilities. The findings of the AGS survey are depicted on Figure 2. PURPOSE AND PROJECT SCOPE The purpose of the scope of services outlined in TO No.4 is to evaluate whether petroleum hydrocarbons exist in soil in the vicinity of the discovered UST.
