That will <br /> have to be expanded because of the development . The growth indu- <br /> cement that is caused by the influence of the sphere of influence <br /> adjustment . It should study the level of commuting, where do <br /> these people go, what is their traffic pattern and the rela- <br /> tionship to the air quality and the basin and in the County and <br /> in the area. Lastly, the expansion of the sewer facility it self <br /> and the lines and all of the things that are contributed to the <br /> expansion of that . How growth inducing will that be. <br /> Comm. Jungeblut said he had some questions on the environmental <br /> effect . Carbon monoxide, particulates, and other pollutants and <br /> odors are checked with no effect . He said he could not quite go <br /> along with that . Also, he did not agree with groundwater being <br /> checked no effect . <br /> Kitty Walker said that the Initial Study was prepared by County <br /> staff and that information was passed on to the consultant firm, <br /> which can only respond to what has been checked as a potentially <br /> significant impact. If the Commission determines that there are <br /> other potential impacts that could be addressed, the scope of the <br /> EIR needs to be expanded to address those issues. <br /> Comm. Gillispie said that in regard to the quality and quantity <br /> of the groundwater, it may be that the project will use less <br /> groundwater than present agriculture, but he does not know that <br /> for sure, so it should be discussed. He said he did not see a <br /> noise contour study. <br /> Kitty Walker said the reason staff determined that noise was not <br /> a significant impact is that our noise ordinance only addresses <br /> noise impacts to residential development. This project proposes <br /> that all commercial development be within the high noise area. <br /> Carolyn Mills, Mills and Associates, said that the Air Pollution <br /> Control District Director sent a letter which asked for a <br /> modeling study. .` <br /> PUBLIC HEARING CLOSED <br /> No action was taken on this item because the only purpose of the <br /> hearing was to receive testimony and information from interested <br /> parties.
