Mr. Olmstead: <br /> This letter is in response to your letter of April 5, 1993 <br /> requesting a border zone determ.;nation for property located at <br /> the southeast corner of Fairoaks and Bates Roads (Assessor's <br /> Parcel Numbers 248-090-06/07) in Tracy, San Joaquin County. This <br /> property, approximately 35 acres, is proposed for residential <br /> development known as Mancuso Estates. The subject property is <br /> located within 2 , 000 feet of the Defense Distribution Region West <br /> Tracy (DDRW-Tracy) , formerly known as the Tracy Defense Depot. <br /> We have consulted with the Site Mitigation Branch of our <br /> Region 1 office regarding the DDRW-Tracy site. The site is <br /> listed on the Federal National Priorities List and is currently <br /> being investigated for soil and groundwater contamination under <br /> the direction of the Department of Toxic Substances Control <br /> (Department) . The Department is pursuing a Record of Decision <br /> (ROD) to remediate the groundwater contamination emanating from <br /> the DDRW-Tracy. The ROD should be finalized by August, 1993 . An <br /> interim groundwater extraction and treatment system was installed <br /> in May of 1991 to control offsite migration of trichloroethene <br /> (TCE) and perchlorothylene (PCE) contamination in the <br /> groundwater. The next phase of the Remediation Investigation <br /> will focus on the evaluation of the solid waste management units. <br /> Decision <br /> The DDRW-Tracy site is fenced and most of the site is paved. <br /> The direction of the groundwater flow is north to northeast, <br /> which is away from the Mancuso Estates Project. The additional <br /> information you submitted April 26, 1993 indicates that the water <br /> services for the project will be provided by the County Service <br /> Area 44 . Therefore, based on our review of the available <br /> information and provided that the project utilizes the water <br /> services from the County Service Area or the City of Tracy, we <br /> find that there will be no significant health threat to future <br /> residents of the proposed development resulting from the <br /> project's proximity to DDRW-Tracy at this time. <br />
