Box 2009 <br /> Stockton, CA 95201 <br /> SUBJECT: RESPONSE TO RERPROT OF WASTE DISCHARGE <br /> Dear Mr. Kaufman: <br /> As you requested, I am preparing this letter to address the concerns you <br /> expressed in response to the new Report of Waste Discharge submitted for <br /> Quality Assured Packing. Your primary concerns involved the adequacy of <br /> facilities for wintertime wastewater treatment and disposal and the <br /> discussion of groundwater quality impacts in the Report of Waste Discharge. <br /> We recently prepared a letter to the Regional Water Quality Control Board <br /> providing a water balance which covered all the months of the year, using <br /> one in ten year high rainfall data. This showed that fields 1, 2, and 3 <br /> have adequate disposal capacity on a monthly basis for over 40,000 gallons <br /> per day of wastewater. A copy of this letter dated April 26, 1990 was sent <br /> to you. The Regional Board has also requested that we perform the analysis <br /> for more conservative rainfall assumptions such as worst year on record or <br /> one in one hundred return frequency. A copy of this new analysis will be <br /> sent to you. <br /> During periods of near continuous rainfall , the emergency storage pond <br /> would be used to hold and treat plant wastewater. Although the previous <br /> use of this pond for wastewater treatment in the summer resulted in <br /> anaerobic odor generation, the organic loading rate for winter operations <br /> will be less than 5% of what the summer loading rate was when problems <br /> occurred. In addition, sufficient forced aeration capacity will be <br /> provided such that aerobic conditions can be maintained in the pond at all <br /> times. The aeration capacity analysis will be submitted tie, Regional <br /> Board. The storage pond has a capacit� of approximately gallons, <br /> so it should be capable of holding ,?e0 lays' flow at 40,000 gallons per day. <br /> If conditions are such that the storage pond becomes filled, the sauce <br /> making operations will be shut down until land disposal of the wastewater <br /> can be resumed. <br /> As was shown in the April 26 letter to the Regional Board, a minimum of <br /> 6 acres is needed during winter months to meet the current Regional Board <br /> organic loading limit for QAP of 75 lbs/ac/day.
