aDepartment of Toxic Substances Cntrol
Alan C.Lloyd,Ph.D. 1515 Tollhouse Road Arnold Schsvarzenegger
Agency Secretary Clovis, California 93611 Governor
CaVEPA
August 12, 2005
Mr. Steve Johnson, Operations Manager
American Moulding and Millwork Company
2801 West Lane
Stockton, California 95204
SUPPLEMENTAL SITE ASSESSMENT AND COMPREHENSIVE RISK ASSESSMENT
WORK PLAN DATED APRIL 21, 2005 AND JULY 20, 2005 CONFERENCE CALL,
AMERICAN MOULDING AND MILLWORK COMPANY, 2801 NORTH WEST LANE,
STOCKTON, CALIFORNIA
Dear Mr. Johnson:
The California Environmental Protection Agency, Department oJ1,
Toxic Substances
Control (DTSC) has reviewed the subject workplan dated April 2005 (Workplan)
prepared by MACTEC Engineering and Consulting, Inc (MACTEC) and your
July 27, 2005 letter. The July 27, 2005 letter you prepared summarizes a conference
call between MACTEC, DTSC and the American Moulding and Millwork Company
(AMMC). The topics covered in the conference call included the Workplan and a
comment letter dated July 18, 2005. Based on the topics discussed during the
conference call and review of your July 27, 2005 letter the subject Workplan can be
considered approved by DTSC with the following comments.
The DTSC Fresno Responsible Party Unit (FRPU) and DTSC Human and Ecological
Risk Division (HERD) have indicated that the use of Preliminary Remediation Goal
(PRG) values is not appropriate to exclude a chemical of potential concern (COPC). A
comprehensive risk assessment must include all the COPCs. Please pay particular
attention to the comments provided by DTSC HERD in their June 16, 2005
memorandum concerning PRGs and the evaluation of COPCS.
DTSC understands that a recent Phase I Environmental Site As essment was
completed for the subject site. This Phase I report needs to be provided to DTSC as
part of the site evaluation and review. DTSC review of the Phase I report is part of the
comprehensive risk assessment evaluation.
0 Printed on Recycled Paper
I9:=
TB07M5
