INTRODUCTION <br /> ' This report provides a summary of Bechtel National, Inc. 's (BNI) <br /> ' Phase 1 site contamination investigation at the Stockton Division <br /> facility of the American Forest Products Company (AFPC) . It <br /> ' describes Phase 1 field sampling and chemical analysis methods and <br /> their results, and provides conclusions regarding the extent of site <br /> contamination and recommendations for future action. <br /> Background <br /> ' AFPC operates a lumber remanufacturing facility at Stockton, <br /> ' California. The facility purchases lumber from other mills and <br /> produces various finished products, among them furniture kits, cut <br /> ' stock (dimensioned lumber) , shooks (agricultural boxes) with covers, <br /> and mouldings. <br /> ' The California Department of Health Services (DOHS) conducted an <br /> inspection of the facility on February 23 and 29, 1984. A DOHS <br /> ' inspection report citing violations of environmental laws and <br /> regulations and possible site contamination was sent to AFPC on <br /> ' March 6, 1984. In April 1985, AFPC submitted a Preliminary <br /> Compliance Plan (prepared by BNI) to DOHS which addressed the <br /> violations cited in the inspection report. <br /> ' A two-phased site contamination investigation was included in the <br /> ' Preliminary Compliance Plan. The objective of Phase 1 was to <br /> provide qualitative information for identifying contaminated areas <br /> ' of the site. Phase 1 was to also provide limited information on the <br /> lateral and vertical extent of any existing contamination. DOHS <br /> ' approved the Phase 1 site contamination investigation program. If <br /> site contamination was found to exist, a Phase 2 investigation would <br /> then be initiated. Phase 2 would provide additional information on <br /> ' the lateral and vertical extent of the contamination and obtain data <br /> necessary for developing design criteria to implement a successful <br /> ' remedial action program. <br /> - 1 - <br /> 2611F <br />
