2.0 PURPOSE AND SCOPE OF WORK <br /> The purpose of this PSA was to review present and past site land use in order to evaluate the <br /> possible presence of hazardous substances in soil and/or groundwater at the site. This assessment was <br /> accomplished by, and limited to, a review of readily available documentation of land use history for <br /> evidence of the use, storage, and/or disposal of hazardous substances on the site, and a site <br /> reconnaissance to observe present site conditions. Dames & Moore's scope of services included the <br /> following elements: <br /> • Review of pertinent, available documents and maps regarding local geologic and <br /> hydrogeologic conditions; <br /> • Review of readily available historical aerial photographs of the site vicinity for the <br /> years 1963, 1970, 1980 and 1990 from the collection of Geonex Cartwright, Inc. in <br /> Sacramento, California and for the year 1934/35 provided by the Port of Stockton; <br /> • Review of the United States Geological Survey 7.5-minute topographic map of the <br /> Stockton West, California quadrangle; <br /> • Review of documents provided by the Port of Stockton regarding the site and its <br /> development; <br /> • Performance of a reconnaissance survey of the subject property and the area within a <br /> 1/2-mile radius of the site to make visual observations of existing site conditions and <br /> activities, and types of land use and businesses in the site vicinity; <br /> • Interviews during the site visit with Ms. Patricia Huff, General Manager, Trade and <br /> Property Development for the Port of Stockton; Mr. Richard Martucci, Marketing <br /> Manager for the Port of Stockton; and Captain Jack Addison, Manager of Delta Bulk <br /> Terminals; <br /> • Review of state and federal lists of known or potential hazardous waste sites or landfills <br /> and sites currently under investigation for environmental violations.
