stockpile were located adjacent to the conveyor terminus at the southern end of Area III. The remaining <br /> copper concentrate formed a small, 5-foot diameter pile approximately 4 feet high. Water from recent <br /> rains had filled tire track depressions and glistened with a blue-green tint on the bottom. There were also <br /> six empty, rusted, 55-gallon drums in this area. <br /> Several diesel tanks and approximately 50 55-gallon drums were observed in the center of <br /> ,. . <br /> Area III along a dirt road east of the rotary railcar dumper. The drums were observed to be empty and <br /> were stored upright on wooden platforms. Those that were labelled indicated that they previously <br /> contained Universal Torque fluid hydraulic oil. One barrel evidently in use was perched on a table with <br /> a spigot attached. The ground beneath the spigot was stained. <br /> A fence parallels the railroad tracks and forms the northern boundary of the parcel. Along <br /> the fence were old pipes, wood, rubber pylons, and various equipment. A small building constructed of <br /> cinder blocks and a trailer were located near the conveyors. PG&E transformer /176156 was adjacent to <br /> these structures. No information was available to ascertain if the transformer contains polychlorinated <br /> biphenyl (PCB) type coolant oil. <br /> 5.3 SITE VICINITY <br /> The area surrounding the site includes general warehousing and industrial facilities on land <br /> owned by the Port of Stockton and leased to various tenants. Directly across West Washington Street <br /> from the site is a storage facility operated by Atlantic Richfield Oil Company which contains at least four <br /> large storage tanks. Other liquid bulk cargo storage facilities located along Navy Drive within lh-mile <br /> of the site include: Stockton Petroleum, Transnitro, Tesoro Refining, Marketing, and Supply Company, <br /> Time Oil Company, Signal Oil and Gas Company, Southern Pacific Pipelines Company, Union Pacific <br /> Railroad Company, ST Services, and Unocal Corporation. Learner Company has operated a metal <br /> scrapyard facility at the intersection of Stork Road and Navy Drive. <br /> To the southeast of the site across West Washington Street is a 44-megawatt coal-fired <br /> cogeneration plant owned and operated by Energy Factors. A conveyor system located immediately east <br /> of the site provides a conduit from the coal stockpile on the north of the railroad tracks to the energy <br /> PSA04.007 9 <br />
