CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 87-161 <br /> NPDES NO. CA0081787 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> THE MARLEY COOLING TOWER COMPANY <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1. The Marley Cooling Tower Company (hereafter Discharger) submitted a Report of <br /> Waste Discharge, dated 27 February 1987, to discharge waste under the National <br /> Pollutant Discharge Elimination System (NPDES) . <br /> 2. The discharge is presently regulated by Order No. 86-004 (NPDES No ., <br /> CA0081787) , adopted by the Board on 24 January 1986. <br /> 3. The Discharger is presently permitted to discharge up to 0.0163 million <br /> gallons per day (mgd) of treated stormwater to the Stockton Diverting Canal , <br /> tributary to the Calaveras River, at a point approximately 1/4 mile east of <br /> the site in Section 32, T2N, R7E, MDB&M, as shown on Attachment A, incor- <br /> porated herein and made part of this Order. <br /> 4. The Discharger proposes to discharge up to 0.37 mgd of treated stormwater <br /> and/or ground water to the same outfall point. <br /> 5. The Discharger owns a cooling tower fabrication plant in the East Stockton <br /> Area in San Joaquin County. As part of the fabrication operations, the <br /> Discharger operates a wood preservation process utilizing solutions containing <br /> copper and chromium. In the past, arsenic was also used in the wood <br /> preservation solutions. <br /> 6. The site is divided into two areas, the North Yard and the South Yard. All <br /> wood treatment activities are conducted on the North Yard. Rain falling <br /> on the North Yard becomes contaminated when it contacts treated cooling tower <br /> components. This contaminated rainwater is collected in a storm drain system <br /> and discharged to the treatment plant in the northeast portion of the site <br /> (Attachment B) . Runoff from the South Yard is discharged directly to the <br /> local drainage ditch system. <br /> 7. The Discharger has implemented the following site improvements to minimize <br /> contamination in the stormwater prior to treatment: <br /> a. Installation of a collection system to recycle preserving solution <br /> spilled during wood treating operations; <br /> b. Construction of covered storage facilities for treated wood to prevent <br /> contact with stormwater; and <br /> c. Discontinued use of arsenic compounds in wood treatment solutions . <br />
