However, we prefer that <br /> we agree to the requirements in this tentative order prior to start-up of the new <br /> treatment system. Any comments or recommendations you may have concerning this <br /> tentative order should be submitted to this office by 21 December 1990 in order <br /> that consideration may be given them prior to the 30 January 1991 meeting of the <br /> Regional Board. <br /> It is our understanding that the final ground water treatment plant expansion is <br /> tentatively scheduled to begin in Fall 1991 . Our permitting requirements <br /> necessitate that the Report of Waste Discharge for this final plant expansion be <br /> submitted at a minimum of 60 days prior to start-up. Additionally, we will need <br /> a minimum of three reports on the toxicity testing program. Therefore, your <br /> schedule for the toxicity testing should be revised accordingly so that the <br /> results may be incorporated into the renewal of the permit. <br /> We expect to receive the revision to the treatment plant's Operation and <br /> Maintenance Manual by 1 February 1991 .
