NPDES Monitorin•.equirement 10 September 2001
Attachment E-2 -Dioxin and Furan Sampling
Section 3 of the State In, Plan requires that each NPDES discharger conduct
sampling and analysis of dioxin and dibenzofuran conge-aers. The required number and
frequency of sampling are as follows:
o Major NPDES Dischargers-once during dry weathe-and once during wet weather
for each of three years, for a total of six samples.
o Minor NPDES Dischargers-once during dry weather and once during wet weather
for one year during the three-year period, for a total a wo samples.
Each sample shall be analyzed for the seventeen tong.--=. listed in the table below.
High Resolution GCMS Method 8290, or another method capable of individually
quantifying the congeners to an equivalent detection leve:, shall be used for the analyses.
Sampling shall start during winter 2001/2002 and all anL.Ses shall be compieted and
submitted by 1 November 2004. Sample results shall be submitted along with routine
monitoring reports as soon as the laboratory results are avI;lable.
For each sample the discharger shall report:
o The measured or estimated concentration of each of seventeen congeners
o The quantifiable limit of the test (as determined by p-cedures in Section 2.4.3, No. 5
of the SIP)
o The Method Detection Level (MDL) for the test
o The TCDD equivalent concentration for each analys_ calculated by multiplying the
concentration of each congener by the Toxicity Eq,;:lency Factor(TEF) in the
following table, and summing the resultant product :c determine the equivalent
toxicity of the sample expressed as 2,3,7,8-TCDD.
