i WASTE DISCHARGE REQUIOMENTS ORDER NO. R5-2002-XXX • 16 <br /> MARLEY COOLING TOWER COMPANY <br /> SAN JOAQUIN COUNTY <br /> issued by the Executive Officer on 10 September 2001. A copy of that letter, including it's <br /> Attachments I though IV, are incorporated into this Order as Attachment E. The <br /> Discharger shall comply with the following time schedule in conducting this effluent and <br /> receiving water study and submitting reports: <br /> Task Compliance Date <br /> Submit Interim Status Report 1 November 2002 <br /> Submit Study Report 1 March 2003 <br /> Submit Interim Status Report 1 November 2003 <br /> Submit Study Report for Dioxins <br /> eP 1 November 2004 <br /> This Provision is intended to be consistent with the requirements of the 10 September 2001 <br /> technical report request described in Finding 17. The Discharger shall submit to the <br /> Regional Board on or before each compliance due date, the specified document or a written <br /> report detailing compliance or noncompliance with the specific date and task. If <br /> noncompliance is reported,the Discharger shall state the reasons for noncompliance and <br /> include an estimate of the date when the Discharger will be in compliance. The Discharger <br /> shall notify the Regional Board by letter when it returns to compliance with the time <br /> schedule. <br /> If after review of the study results it is determined that the discharge has reasonable <br /> potential to cause or contribute to an exceedance of a water quality objective this Order will <br /> be reopened and effluent limitations added for the subject constituents. <br /> 3. TDS, Effluent Limitation Time Schedule: Effluent Limitation B.5 requires the <br /> Discharger to comply with a new monthly average effluent limitation for TDS of 500 mg/L <br /> (ppm)by 1 October 2007. The Discharger shall submit a work plan providing information <br /> to show how the Discharger will comply with this limitation. A work plan shall be <br /> completed and submitted to the Executive Officer within six(6) months after adoption of <br /> this Order. The work plan shall include a schedule for completing all work in accordance <br /> with the work plan by 1 October 2007. Also, a progress report shall be submitted every <br /> six (6) months after approval of the work plan. <br /> 4. Copper, Effluent Limitation Time Schedule: Effluent Limitation B.5 requires the <br /> Discharger to comply with a new monthly average effluent limitation for total copper. It is <br /> unknown if the Discharger can comply with this new limitation. Additional copper data <br /> must ber <br /> p ovided with a minimum detection level below the controlling water quality <br /> criterion concentration.
