As part of the 2"d quarter 2013
performance sampling conducted in April 2013, SPX reduced the number of wells sampled in
the area north of the Stockton terminal and eastern rail spur (North Yard) under the protocol
outlined in the MRP, based on the time elapsed (a minimum of 9 quarters) and data collected
since the last in situ injection. The MRP establishes that: "Following four quarters of
performance monitoring, sample frequencies will revert to those established in Section L
Groundwater Monitoring, based on sample results and concurrence from the Central Valley
Water Board Project Manager." SPX's evaluation of collected data and length in time since the
most recent in situ event substantiated termination of several wells from the full-scale in situ
treatment performance monitoring program and reverted those applicable wells to the MRP
Section I monitoring requirements.
SPX is requesting California Regional Water Quality Control Board, Central Valley Region
(CVRWQCB) and California Department of Toxic Substances Control (DTSC) concurrence for
reducing the number of wells sampled quarterly, as part of performance sampling, for wells in
the North Yard. This letter outlines the basis for SPX's determination that a reduction of the
wells sampled in the North Yard, as part of the performance monitoring program, is appropriate
3321 Power Inn Road TEL 9169248844
Suite 300 FAX 9164168522
Sacramento,CA 95826 www.mwhglobal.com
