Doc No: HwoTD <br /> Initial Issue Date 06/17/2020 <br /> Safety Management System <br /> Revision Date: <br /> HAZARDOUS WASTE OPERATIONS & EMERGENCY RESPONSE/ RCRA Revision No. 0 <br /> TRAINING DOCUMENT Next Review Date: 06/17/2023 <br /> Preparation: Safety DirectorAuthority: President Issuing Department: Safety F Page: Page 1 of 6 <br /> 1 Hazardous Waste Operations&Emergency Response/RCRA <br /> 1.1 An unexpected release of hazardous substances,or a substantial threat of a hazardous substance release,can pose a significant health <br /> and safety risk to workers.Unexpected releases can be caused by operation failures and unrelated outside events(e.g.,natural disasters, <br /> terrorism). <br /> 1.2 Workers can encounter hazardous substances through waste dumped in the environment, a serious safety and health issue that <br /> continues to endanger life and environmental quality. <br /> 1.3 Reeve Trucking Co. Inc. has developed the following policy on Hazardous Waste Operations and Emergency Response to ensure the <br /> safety of our employees and to comply with health safety and environmental regulations set out by the clients Reeve Trucking Co.Inc. <br /> works for. <br /> 2 Emergency Response Plan <br /> 2.1 An emergency response plan will be developed and implemented perjob to handle anticipated emergencies prior to the commencement <br /> of emergency response operations. <br /> 2.2 The plan will be in writing and available for inspection and copying by employees,their representatives and OSHA personnel. <br /> 2.3 Note:Employers who will evacuate their employees from the danger area when an emergency occurs,and who do not permit any of <br /> their employees to assist in handling the emergency,are exempt from the requirements of this paragraph if they provide an emergency <br /> action plan in accordance with 29 CFR 1910.38. <br /> 2.4 The emergency response plan for emergencies will address the following areas: <br /> 2.4.1 Pre-emergency planning and coordination with outside parties. <br /> 2.4.2 Personnel roles,lines of authority,training,and communication. <br /> 2.4.3 Emergency recognition and prevention. <br /> 2.4.4 Safe distances and places of refuge. <br /> 2.4.5 Site security and control. <br /> 2.4.6 Evacuation routes and procedures. <br /> 2.4.7 Decontamination. <br /> 2.4.8 Emergency medical treatment and first aid. <br /> 2.4.9 Emergency alerting and response procedures. <br /> 2.4.10 Critique of response and follow-up. <br /> 2.4.11 PPE and emergency equipment. <br /> 3 Engineering Controls <br /> 3.1 Work practices, PPE,and engineering controls such the use of pressurized cabs or control booths on equipment,and/or the use of <br /> remotely operated material handling equipment will be used to reduce and maintain exposure limits. <br /> 4 Procedures for Handling Emergency Response <br /> 4.1 The senior emergency response official responding to an emergency will become the individual in charge of a site-specific Incident <br /> Command System(ICS). <br /> 4.2 All emergency responders and their communications will be coordinated and controlled through the individual in charge of the ICS <br /> assisted by the senior official present. <br /> 4.3 The "senior official' at an emergency response is the most senior official on the site who has the responsibility for controlling the <br /> operations at the site. <br /> 4.4 Initially it is the senior officer on the first-due piece of responding emergency apparatus to arrive on the incident scene.As more senior <br /> officers arrive(i.e.,battalion chief,fire chief,state law enforcement official,site coordinator,etc.)the position is passed up the line of <br /> authority which has been previously established. <br /> 4.5 The individual in charge of the ICS will identify,to the extent possible,all hazardous substances or conditions present and will address <br /> as appropriate: <br /> 4.5.1 Site analysis, <br /> 4.5.2 Use of engineering controls, <br /> 4.5.3 Maximum exposure limits, <br /> 4.5.4 Hazardous substance handling procedures and <br /> 4.5.5 Use of any new technologies. <br /> 1 <br />
