American FOM9 PrGdu <br /> cts <br /> Comp:uty (AFI") has been working with the California Regional Water Quality Control Board <br /> (RWQCB) as the lead regulatory agency at the site since or 1989. Our understanding is that <br /> with the RWQCB overseeing the work, all directional control would come from them, not <br /> PHS/EHD. Additional background supporting this understanding is presented below. <br /> Mr. Doug Westenhaver received a letter from PHS/EM dated <br /> September 21, 14$9 <br /> (enclosed), indicating that Mr. Westenhaver had the option to caminue with PHSIEHD oversight, <br /> or m place the site in the Pilot Program under tine authority of the RWQCH. American, Forest <br /> Products preferred the Iatter option with the RWQCB as the lead agency aud confiruwi this <br /> arrangetnent with Mr. Gordon Boggs ofthe RWQCB in October 1989. In following correspondence, <br /> Mr. ]bra Peltier of the RWQCB reviewed the case file and indicated the RWQCB's requireutents <br /> for remedial actions to be taken at the site in a letter to AFP dated February 16, 1990_ <br /> Pursuant to die RWQCB's direction, American Forest.Products (AFP) subs a remedial <br /> action work plan on April 11, 1990_ As part of this plan, four new monitoring wells were installed <br /> and sampled for four quarters and transmittals of the quarterly monitoring reports were submitted <br /> to the RWQCB and P'HSIEHD. Additionally, over 2,0010 cubic yards of soil from the former storage <br /> tank were excavated, treated, and disposed at a Class 11 Iandfill. In 1991, AFP completed a permit <br /> to close the underground storage tanks by removing rhe pump island and remaining pipe. After <br /> ramovutg the pump and underground pipe, AFP Collected soil samples sunder the supervision of <br /> PHSIEHD_ Based on the analyses obtained from these samples additional impacW soil was treated <br /> sAC96.(4 <br /> 6T7ICSS WORLMCM <br />
