h-V-
Former American Forest Products Page 2 of 2
2801 West Lane, Stockton CA October 23, 2008
concentrations in samples from DMW-6 and DM -9 appear to be reasonably predictive
as demonstrated by subsequent monitoring date. Before concurring with your closure
request, the EHD must be assured that the initial data from the recently installed
monitoring wells is representative of site conditions and the EHD believes that only a few
additional monitoringevents are needed to demo strate the edown-gradient extent of the
plume and that the contaminant concentration trends shown by URS are predictive and
reliable. Therefore the EHD cannot concur with your closure request at this time. This
decision is subject to appeal to State Water Resource Control Board (State Water
Board), pursuant to HC&SC Section 25296.40(a (1), (Thompson-Richter Water Board
Underground Storage Tank Program Reform Act Senate Bill 562). Please Contact the
State Water Board Underground Storage Tank Program at (916) 341-5752 or visit the
State Water Board internet website at
htt :/IWvvvs%waterbards.ca. ov/usticleanu /etitio s.html for information regarding the
appeals process.
The EHD will carefully review the monitoring data to minimize the number of quarterly
monitoring events necessary to establish the con entration trend. At this point the EHD
-interest--is on sampling only those wells commonly impacted-by 1,2-DCA and-you may
suspend sampling of upgradient, cross-gradient arid deep wells that are not impacted by
1,2-DCA pending the results of the additional monitoring of the impacted wells and
further closure consideration of the EHD.
If you have any questions, please contact Frank Girardi, Senior Registered Environmental
Health Specialist at (209) 953-7868.
Frank Girardi, Senior REHS Nuel C.
