American Forest Product
2801 West Lane, Stockton
" Page 2
samples from 80 feet bsg. This condition was not met during the May 2002 investigation;
CPT technology was not used and the deepest samples collected were from 60 feet bsg. In
order to bring the site toward closure,it is necessary to define the extent of the 1,2-DCA .
contamination, and obtain enough hydrogeological data to generate a site conceptual model
and a fate and transport model for the contaminants in question. The site conceptual model
is needed to put the sample data in proper context. Submit a work plan that will define the
lateral and vertical extent of the contamination and site conceptual model to EHD by.May
30, 2003-
PCE
0, 2003.PCE is a chemical with potential Dense Non-Aqueous Phase Liquid (DNAPL) behavior due
to its density (1.6230 at 20 degrees C) and low solubility (approximately 10,000 parts water,
versus 120 parts for 1,2-DCA,and 0.048 parts for MTBE according to Merck Index). The
DHS has established the MCL for PCE at 5 µg/1: It is not known if the dissolved PCE
originated'from the former waste oil tank, or if it was a separate release at the site not
associated with underground storage tanks. EHD requests PCE be included in the analyses
in all future quarterly sampling and for the additional site investigation.
The last quarterly report received by EHD was Fourth Quarter 2009 QmarteryMonitoring Report
dated January 30, 2002. You are required to sample the monitoring wells on a quarterly basis
according to California Code of Regulation Title 23 Division 3,Chapter 16, Section 2653 (d).
EHD directs that you reinitiate quarterly sampling by second quarter of 2003 (April through
June).
Donna Heran,REHS,Director
L Environmental Health Division
V i
Jeffrey Wong, Senior REHS Nuel C.
