November 10, 2009 <br /> Mr. Frank Girardi <br /> Senior Registered Environmental Health Specialist <br /> Local Oversight Program <br /> San Joaquin County Environmental Health Department <br /> 600 East Main Street <br /> Stockton, California 95202-3029 <br /> I <br /> Subject: Work Plan <br /> For Well Destruction i <br /> Former American Forest Products Facility <br /> SJCEHD Site Code 1882 <br /> 2801 West Lane <br /> Stockton, California 95204 <br /> URS Proiect No. 17322736 <br /> Dear Mr. Girardi: <br /> INTRODUCTION <br /> This work plan provides supplemental information to our application for a permit to destroy the <br /> fourteen groundwater monitoring wells located at the above site (Site), (Figure 1) This work plan <br /> is provided on behalf of Mr. William Bergvall, representative of the former American Forest <br /> Products Company, by URS Corporation (URS). The wells are being abandoned in response to <br /> your preliminary "No further Action" letter dated October 28, 2009. <br /> SCOPE OF WORK <br /> Fourteen groundwater monitoring wells, DMW-1through DMW-14, are proposed for <br /> destruction. Table 1 provides a summary of well construction details. Based on our conversations <br /> with you, we understand that the destruction procedure for wells with contaminated soil or <br /> groundwater would include overdrilling with a 12-inchIauger to their total depth and backfilling <br /> with grout; wells without contamination may be destroyed by pressure grouting followed by <br /> overdrilling to approximately 3 feet below ground surface (bgs) and "mushroom-capping" with <br /> cement. <br /> In addition to well construction details, Table 1 also provides the most recent results for 1,2- <br /> DCA. Based on those results, six monitoring wells, IDMW-5, DMW-6, DMW-9, DMW-11, <br /> DMW-12, and DMW-14, will be destroyed by overdrilling to their total depth and backfilling <br /> with grout.
