The last tank assessment for the used oil tank was July 2008. <br /> REGULATION GUIDANCE: The assessment specified in subsection (k)of this section shall be obtained prior to <br /> placing a new tank system in service and shall be kept on file at the facility.This assessment shall be reviewed and <br /> certified by an independent, qualified, professional engineer, registered in California, in accordance with section <br /> 66270.11(d), attesting that the tank system has sufficient structural integrity and is acceptable for the transferring, <br /> storing and treating of hazardous waste.The assessment shall be valid for a maximum period of five(5)years or <br /> the remaining service life of the tank system, as stated in the engineer's assessment,whichever is less. <br /> CORRECTIVE ACTION: Provide a corrective action statement and supporting documentation to the San Joaquin <br /> County Environmental Health Department(EHD)within 30 days. Provide a complete copy of the tank assessment <br /> document,when available. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -One black metal 55 gallon drum of oily solids was observed inside the main shop labeled as used oil filters and <br /> missing hazardous properties. <br /> -Two black metal 55 gallon drums of oily solids were observed in the hazardous waste storage area without <br /> hazardous properties on the labels. <br /> -One black metal 55 gallon drum of oily solids was observed in the hazardous waste storage area without a <br /> hazardous waste label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: The violation was corrected during the inspection by correcting the hazardous waste <br /> labels. No further action is required to correct this violation. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 29, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
