S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CHEROKEE FREIGHT LINES-MAIN 5463 E CHEROKEE RD, STOCKTON October 03, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66265.31 Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> -Inside the main shop,the area around the used oil tank,filter crusher and used oil tank drain pan was observed <br /> with oil spills, oily rags piled on top of the oil spills and one used filter on the ground. <br /> -Inside the main shop, next to the white motor oil tank an oil spill was observed on the ground along with oily <br /> absorbent next to the oil spill. <br /> -In the main shop, next to the used antifreeze tote an oil spill was observed on the ground surrounding the grease <br /> buckets. <br /> -Oil spills and oily absorbent was observed on the ground and under pump parts in the little shop. <br /> -The steam wash bay was observed with oily ground and walls. Oily debris was observed along the sides of the <br /> area. <br /> -Seven oily spots were observed in the dirt in the bone yard. Spots ranged in size from approximately 2x2 feet to <br /> approximately 4x4 feet. <br /> -One approximately 2x2 foot pile of oily absorbent was observed on the ground at the entrance to the bone yard. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up the spills and oily absorbent. Manage the waste according to Title <br /> 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned <br /> up waste. <br /> This is a minor violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> OBSERVATION: <br /> -The over pack secondary containment for the 55 gallon drum of fuel was observed with debris and approximately <br /> an inch of liquid in the bottom of it. <br /> -The secondary containment pallet for the used antifreeze tote was observed with approximately an inch of liquid in <br /> it. The liquid was red in color. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment,spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the secondary containments into proper working order by cleaning.
