S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUN r <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CDCR-NORTHERN CALIFORNIA YOUTH 7650 S NEWCASTLE RD, STOCKTON October 24, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> hours. <br /> Title 22 California Code of Regulations section 66265.193(f) <br /> (f)Ancillary equipment shall be provided with full secondary containment(e.g., trench,jacketing, double-walled <br /> piping)that meets the requirements of subsections(b)and (c)of this section except for: <br /> (1)aboveground piping (exclusive of flanges,joints, valves, and connections)that are visually inspected for leaks on <br /> a daily basis; <br /> (2)welded flanges,welded joints, and welded connections that are visually inspected for leaks on a daily basis; <br /> (3)sealless or magnetic coupling pumps and sealless valves,that are visually inspected for leaks on a daily basis; <br /> and <br /> (4)pressurized aboveground piping systems with automatic shut-off devices(e.g., excess flow check valves,flow <br /> metering shutdown devices, loss of pressure actuated shut-off devices)that are visually inspected for leaks on a <br /> daily basis. <br /> CORRECTIVE ACTION: Have a qualified Professional Engineer prepare a tank assessment for each tank and <br /> provide a copy to the EHD. If facility is no longer a large generator of hazardous waste, provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. Provide a copy of all tank assessments,when available. <br /> This is a Class II violation. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank <br /> inspection records. No daily tank inspection logs for the used oil tank were available for review for 2018 and <br /> February 2019, July 2019 and September 2019 (when facility was a large generator). <br /> REGULATION GUIDANCE: (a)The owner or operator shall inspect,where present, at least once each operating <br /> day: <br /> (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br /> (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous <br /> waste (e.g.,wet spots, dead vegetation); and <br /> (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections.
