No Further Action Request 0 r Section 6 0 <br /> Former American Forest Products Facility 2/16/2006 <br /> URS Project No 17322736 Page 6-1 <br /> 6 0 REQUIREMENTS RW CB NO-FURTHER-ACTION <br />' Q <br /> This section compares current findings with no-further-action (NFA) requirements for leaking <br /> underground storage tank sites provided in Appendix A of Tri-Regional Board Staff Recommendations <br /> for Preliminary Investigations and Evaluation of Underground Tank Sates (RWQCB-Central Valley <br /> Region, 2004) The 2001 Closure Request Report, Former American Forest Products Company, 2801 <br /> West Lane, Stockton, California provided documentation that the site meets closure requirements based <br /> on TPH site impacts Further assessment has been conducted with regard to 1,2-DCA constituents in <br /> groundwater The purpose of this section is to demonstrate that the site also meets NFA requirements with <br /> respect to 1,2-DCA groundwater impacts for sites where groundwater concentrations remain above <br /> background <br /> Data collected by URS show that conditions at this site are consistent with conditions described in Tri- <br /> Regional Board Staff Recommendations for Preliminary Investigations and Evaluation of Underground <br /> Tank Sates for UST cases that have been closed by RWQCB with contaminants remaining above <br /> background levels These conditions are listed below as they appear in Appendix A of the Tn-Regional <br /> guidance document, together with site-specific closure arguments <br /> 1 The source of the UST release has been identified and removed <br />' Two underground storage tanks were excavated and removed from the site in 1988 Associated <br /> piping was excavated and removed in 1991 Soil impacts were partially remediated in 1990 <br /> Additional details regarding the source identification, removal, and subsequent remedial action <br /> lie are presented in Section 2 1 ofthe 2001 Closure Request Report, Former American Forest <br /> Products Company, 2801 West Lane, Stockton, California (URS,200 1) <br /> 2 Free phase product in groundwater has been removed to the full extent practicable, in <br /> accordance with the UST Regulations (Title 23, CCR, Section 2655) <br /> Free-phase product has not been observed in site groundwater <br /> 3 Contaminants remaining in the vadose zone cannot migrate in soil vapor or leach at <br /> concentrations that would cause groundwater to exceed water quality objectives <br /> The Tier 1 risk assessment presented in this report(Section 5) demonstrates no risk related to <br /> indoor air for a residential scenario ,The risk assessment presented in the 1994 Closure Request <br /> Report, Former American Forest Products Company, 2801 West Lane, Stockton, California <br /> indicated leachable concentrations less than MCLS were present at depths less than35 feet bgs <br /> (Dames & Moore, 1994) Water levels have been below that level since August 2000 <br /> 4 There are no existing water supply wells, surface waters or other receptors threatened by the <br /> remaining contaminants in soil or groundwater <br /> The most recent well survey included in this report shows no downgradient water supply wells <br /> within 2,000 feet of the site <br /> S Pollutants remaining in groundwater do not create or threaten to create risk to human health and <br /> safety, or to future beneficial uses) of the groundwater Patterns of existing and future demands <br /> E 1+ProiectslURS1AFP12005 DCA InvestigationlHP Investigation ReportlAFP 2005 Report WP-TE-RevD2 doc <br />
