BARBOUR 209/468-3420 ° <br /> VICE PRESIDENT <br /> C)) <br /> WELLS FARGO BANK <br /> CORPORATE PROPERTIES GROUP JAN 2 01998 <br /> 111 SUTTER STREET,22ND FLOOR <br /> SAN FRANSISCO CA 94163 <br /> RE: WELLS FARGO BANK PROPERTY SITE CODE: 506077 <br /> 49 SOUTH WILSON WAY <br /> STOCKTON CA <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has reviewed the <br /> December 1997 Additional Phase II Subsurface Investigation Report prepared by Building Analytics. <br /> PHS/EHD provides the following comments and directives. <br /> Data available to date suggests that petroleum hydrocarbon distribution at this site is limited to the South <br /> Eastern corner of the parcel, however, the vertical and lateral extent (three-dimensional) of contaminant <br /> distribution in both soil and groundwater are currently undefined and must be addressed in the next scope <br /> of work adhering to the directives provided below. This letter presents a directive to complete the <br /> definition of soil and groundwater contamination by fuel hydrocarbon constituents. <br /> PHS/EHD has obtained historic photos of the above referenced site circa 1950 which clearly shows the <br /> facility and fuel dispensers near the South Eastern corner of the parcel. The location of the tank(s) are <br /> currently unknown. A photo copy of the enlarged and cropped print from the upper left hand corner of the <br /> original negative is enclosed with a record identification reference sheet in the event you or your consultant <br /> would like to order a similar photo of higher quality than this photo copy. Copies may be obtained from <br /> the Bank of Stockton Archives Office, the contact person is Leslie Crow at (209) 941-1575. This photo <br /> should be evaluated against Sanborn Fire Insurance Maps and other available data to better evaluate the site <br /> which we understand your consultant has in their possession. This data comparison may allow all parties <br /> involved to better predict contaminant source locations and resolve site characterization problems more <br /> efficiently thereby allowing the site to achieve case closure more rapidly. <br /> Additional boreholes shall be distributed at this site. Groundwater flow direction is reported as North / <br /> North-East. Given the documented groundwater contamination at this site in the South-Eastern area of this <br /> parcel, additional ground water sampling down gradient (North-East) is required. At least one borehole <br /> shall be a continuous core. These boreholes shall be employed to further define any plume which may <br /> have originated from the former use practices at this site. The responsible party shall submit a workplan to <br /> this agency which when implemented will fully define the vertical and lateral distribution of hydrocarbons <br /> at this site. The workplan shall consider historic low and high groundwater elevations in the definition of <br /> the vertical aspect of contaminant distribution at this site. Consideration of operational periods for this <br /> facility shall be employed when evaluating historic ground water elevations. Any wells installed and <br /> surveyed shall be referenced to an appropriate and designated bench mark. Well screen intervals shall not <br /> exceed 20' in total length. The responsible party at this site is directed to include analyses of selected soil <br /> and all groundwater samples for TPH as gasoline, BTEX, by EPA Method 8015 and 8020. oxygenates and <br /> blending agents employing EPA Method 8260 (TAME, DIPE, MTBE, ETBE and TBA) until further <br /> written notice from this office. These analyses are required as a result of the potential for soil and ground <br /> water plumes to be commingled from sources at this site, 101 and 102 South Wilson Way in Stockton. <br /> Selected soil samples shall include at a minimum the historic low and high groundwater elevation <br /> I <br /> A Division of San Joaquin County Health Care Services <br />
