i was detected in groundwater samples from wells MW-2 through MW-5 at concentrations <br /> of 12 ppb, 47 ppb and 980 ppb, respectively.' <br /> A corrective action plan was submitted to SJCEHD on March 1996.3 According to this <br /> report,additional hydrocarbon-impacted soil may be present northwest of the former tank <br /> area and north of the site, on the Wells Fargo Bank property. Finally, Advanced <br /> GeoEnviron mental, Inc. concluded that, based upon feasibility studies and analysis <br /> performed at the Top Filling Station site,a soil vapor extraction system is recommended for <br /> the remediation of hydrocarbon-impacted soils,and that additional assessment is needed for <br />' the remediation of hydrocarbon-impacted groundwater. <br /> City of Stockton Right of Way <br /> The incident involving the City of Stockton Right of Way, 102 South Wilson Way, is <br /> immediately south of the subject property. On September 19, 1986, two 500-gallon USTs <br /> were removed from this location. Subsequent laboratory analyses indicated that there has <br /> not been a release of petroleum hydrocarbons beneath the tanks. Therefore, SJCEHD <br /> determined that no additional investigations were warranted at that time.4 <br /> 49 South Wilson Way <br /> Regarding the subject site, which is located at 49 South Wilson Way, a "Notice of <br /> Reimbursement" was issued on July 3, 1996, requesting that Wells Fargo Bank conduct a <br /> site assessment to determine the extent of contamination in an area adjacent to a UST, the <br /> location of which was indicated on a 1950 Sanborn fire insurance map. <br /> In a letter to Wells Fargo Bank from the SJCEHD, dated July 3, 1996, Ms. Turkatte has <br /> requested that Wells Fargo Bank conduct additional Phase II activities to further investigate <br /> Pf the extent of the groundwater contamination. The agency required the submittal of a Phase <br /> II Work Plan on or before September 6, 1996. <br /> The work plan was submitted to the SJCEHD on September 6, 1996. Ms. Turkatte was <br /> contacted in October and November, 1996 regarding the status of the work plan. Ms. <br /> Turkatte suggested that the proposed monitoring well MW-1 be moved to the west side of <br /> the bank building (Figure 1). <br /> The subsurface conditions beneath the bank building were unknown. Borings to explore <br /> this area would be necessary to determine if the subsurface soils had been impacted by <br />' former on-site conditions. Building Analytics proposed the drilling of two borings inside <br /> the building. Proposed borings P-6 and P-7 were located within the interior of the bank <br /> building. These boring were proposed to be advanced to a maximum depth of 25 feet bgs <br /> or refusal and samples would be collected a 5-foot intervals.
