S A N J O A Q U I N Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CRM-Crum Rubber Manufacturers 1404 S FRESNO AVE, STOCKTON October 24, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> OBSERVATION: The facility hires Watts Equipment Co(Watts)to service forklifts. The company services the <br /> forklifts and takes any hazardous waste generated back to their facility. Work Order#4838929(8/30/2019)shows <br /> that used oil and used oil filter waste was generated. The work order was missing information on where the waste <br /> was taken. <br /> REGULATION GUIDANCE: Per California Health&Safety Code(HSC)25163,a valid hazardous waste transporter <br /> license is required to transport hazardous waste.Per Title 22 California Code of Regulations(CCR)66266.130,oil <br /> filters that are not completely drained need to be managed as hazardous waste. If the oil filters are completely <br /> drained,they can be disposed of via recycling.A bill of lading needs to be left with the facility for drained oil filters. <br /> Per 22 CCR <br /> 66266.130(c)(5), a bill of lading needs to indicate:the generator and transporter,the receiving company names, <br /> addresses and telephone numbers,the quantity and size of the used oil filter containers transferred, and the date of <br /> transfer. <br /> CORRECTIVE ACTION: Immediately start maintaining complete, proper disposal records. <br /> This is a minor violation. <br /> 3010 OBSERVATION: The facility had treated wood waste disposed of on 10/16/2017. The disposal record observed on <br /> site did not show the below listed items listed in the regulation guidance. <br /> REGULATION GUIDANCE: Per California Code of Regulations Title 22 67386.8(a)and(e)(1),the disposal records <br /> should include:(1)name and address of the treated wood waste facility to which the treated wood waste was sent; <br /> (2)estimated weight of treated wood waste,or the weight of the treated wood waste as measured by the receiving <br /> treated wood waste facility; and(3)date of the shipment of treated wood waste. <br /> CORRECTIVE ACTION: Immediately get the proper documentation and retain the records on site for three years. <br /> Submit the missing disposal record information to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 23, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate($152).
