SAN _J O A Q U I N Environmental Health Department <br /> _- COUNTY---- <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CRM-Crum Rubber Manufacturers 1 1404 S FRESNO AVE, STOCKTON October 24, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 110 CCR 66262.40(a)Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: Designated facility signed copy of Uniform Hazardous Waste Manifest(UHWM)number <br /> 013030463JJK(1/24/2018)was not found on-site. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste.This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. The hazardous waste generator must submit a copy of the manifest <br /> to the California Department of Toxic Substances Control(DTSC)within 60 days if the destination facility signed <br /> manifest copy is not received from the transporter or designated facility. <br /> CORRECTIVE ACTION: Locate a copy of the destination facility signed manifest and send a copy to the San <br /> Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be <br /> found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility <br /> signed copy was not received by the generator. DTSC address is DTSC Report Repository, Generator Information <br /> Services Section, PO Box 806, Sacramento,CA 95812-0806. Provide a corrective action statement to the EHD <br /> within 30 days. <br /> OBSERVATION: The facility hires Watts Equipment Co(Watts)to service forklifts. The company services the <br /> forklifts and takes any hazardous waste generated back to their facility. Work Order#4838929(8/30/2019)shows <br /> that used oil and used oil filter waste was generated. The work order was missing information on where the waste <br /> was taken to and information regarding the vendor that manages the hazardous waste once it arrives at Watts's <br /> yard. <br /> REGULATION GUIDANCE: If the used oil is not being disposed of on a uniform manifest or a consolidated <br /> manifest,the following documentation needs to be kept for each facility to show that the repair business is following <br /> California Health and Safety Code Section 25250.12 under Article 13 of Management of Used Oil: <br /> -The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any <br /> onetime. <br /> -The address information on where used oil is being transported to. <br /> -The date the used oil is generated. <br /> -The maintenance company hazardous waste vendor <br /> CORRECTIVE ACTION: Hazardous waste generators shall retain copies of all manifests signed off by the disposal <br /> facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily <br /> available for review.
