California Regional Water Quality Antrol Board
vCentral Valley Region
Steven T.Butler,Chair
Winston H.Hickox Gray Davis
Secreoryfor Sacramento Main Off d3/7 Governor
Environmental Internet Address: http://w .sw b.ca.gov/,", 4
Protection 3443 Routim Road,Suite A,Sacramento,California 9587-3003
Phone(916)255-3000•FAX(916)255-3015
8 November 1999
Ms. Miriam Barbonio
Chevron Chemical Company LLC
P.O. Box 6047
San Ramon, CA 94583-0947
REVIEW OF 1999 REPORTS,KOPPEL STOCKTON TERMINAL, SAN JOAQUIN COUNTY
I have reviewed the following reports that have been prepared by.CH2M Hill for the Koppel Stockton
Terminal.
• Quarterly Groundwater Monitoring Report, January 1999
• Quarterly Groundwater Monitoring Report, April 1999
• Quarterly Groundwater Monitoring Report, Second Quarter 1999, dated July 1999
• Quarterly Groundwater Monitoring Report, Third Quarter 1999, dated October 1999
• Monitoring Well Installation Report, dated August 1999
The Monitoring Well Installation Report describes the installation of three deep wells (KP-5D, 6D and
7D) and five shallow wells (KP-BG-1;KP-5S, 7S, 8S and 9S). Soil samples and depth-discrete
groundwater samples were analyzed from the well borings. The Quarterly Monitoring Reports (QMRs)
describe the water quality at the various monitoring wells. In addition, the January 1999 QMR also
presents the fust soil sampling event in the poplar grove since the trees have been established, and
describes nine shallow soil borings and associated samples obtained from the surface to six feet deep in
the impacted areas on-site.
The reports are thorough and well written. My only comments which follow, relate to formatting details.
1. Dates should be included on all the tables and figures. Although the data presented corresponds to
the period to which the report title refers, it aids interpretation to have the sampling dates printed on
the data tables and figures.
2. Each QMR contains a figure illustrating nitrate concentrations at the respective wells. As long as
ammonia is also detected in at least one of the wells, the ammonia concentrations should be noted
along with the nitrate concentrations on the figure.
3. Some of the nitrate analyses were done with field instrumentation while others were done in the
laboratory. In the future, a note should be added to the data indicating what type of field equipment
was used.
California Environmental Protection Agency I
Qa Recycled Paper ,'IV'
