STATIC OF CALIF'OP,NIA - Environmental Protection Agency PETE WILSON, Governor
CALFORNIA REGIONAL WATER QUALITY CONTROL BOARD ENVIROPIMEN FAL HEALTH _
CENTRAL VALLEY REGION pFRIIr C_ " n
3443 Routier Road, Suite A SERVICE a
Sacramento, CA 95827-3098
PHONE: (916) 255-3000 95 JAN 17 PM 0 41
=
FAX: (9161 255-301 S
13 January 1995
Ms. Catherine Whitworth
Trustee in Bankruptcy for Cal Farm Supply
P.O. Box 280
Davis, CA 95617
REQUEST FOR FURTHER INVESTIGATION.• CAL FARM SUPPLY, STOCKTON
Thank you for submitting the Groundwater Sampling Results - Fourth Quarter 1994 report for the
former Cal Farm Supply facility on West Washington Street, Stockton. I have reviewed the
pesticide and nitrate portion of the report, while Diane Hinson of San Joaquin County Public Health
Services has reviewed the petroleum portion. This letter incorporates both agencies' comments and
concerns.
Staff are not comfortable with the groundwater gradient information generated at this site. Gradient
determinations over the last few years have shown large shifts, and the groundwater elevations
measured in November 1994 do not correspond with those measured at the adjacent site on the same
day. In order to develop accurate data, and to determine whether Cal Farm Supply is indeed,
responsible for the constituents found in the groundwater beneath the site, we will require that the
five monitoring wells be re-surveyed.
The re-surveying must be completed by a licensed surveyor. The wells shall be surveyed relative to
the bench mark south of Washington Street and east of the railroad tracks which border Cal Farm
Supply. Staff from either the Regional Board or San Joaquin County must be present during the
surveying.
By 15 February 1995, please submit a re-surveying report. The report should contain (a) the
surveying notes and calculations signed by a licensed surveyor; (b) any re-calculations which are
necessary to determine the gradient for the last four sampling events; and (c) re-calculated gradients
for the last four sampling events.
Upon receipt of the re-surveying report, we will advise you as to the further steps which will be
necessary to assess and/or remediate the chemicals found in the groundwater beneath the site. If
you have any questions, I can be reached at (916) 255-3104.
WENDY WYELS
Ag Regulatory Unit
cc: Ms. Kelye McKinney, Kennedy/Jenks Consultants, Sacramento
Ms. Diane Hinson, San Joaquin County Public Health Service, Stockton
