1.0 INTRODUCTION <br /> On behalf of Mr. Arnold Hof,property owner,this report has been prepared by JD Smith Consulting <br /> QDS) to summarize the results of groundwater monitoring performed on 13 October 2011 at the <br /> former Cal Farm Supply Company (Cal Farm) facility located at 2040 West Washington Street, <br /> Stockton, San Joaquin County, California (Figure 1). Work at the site has been conducted in <br /> response to the Monitoring and Reporting Program(MRP)R5-20040805 dated August 19, 2004, <br /> and subsequent directives dated June 7,2011 (Appendix A)from the Regional Water Quality Control <br /> Board(RWQCB), Central Valley Region. This report includes the following: <br /> • A description of the background and project status in Section 2.0, <br /> • A description of groundwater sampling and analytical procedures in Section 3.0, <br /> • A summary of groundwater monitoring data, including a discussion of groundwater monitoring <br /> trends in Section 4.0, and <br /> • Recommendations in Section 5.0 <br /> 2.0 BACKGROUND AND PROJECT STATUS <br /> The site is located near the Port of Stockton and consists of a warehouse and fenced sales yard <br /> surrounded by open field located to the south and east. The site is bordered on the west by railroad <br /> tracks and a former PureGro Ag-chem facility(now Cargill). To the north,across West Washington <br /> Street, is a Duraflame company warehouse and open field. To the south beyond the field is a facility <br /> known as the Koppel Stockton Terminal,and like the Cargill facility, has been remediated for nitrate <br /> groundwater impacts. The former Cal Farm warehouse and sales yard were used for the temporary <br /> storage, sale, and distribution of pesticides, fertilizers, and agricultural equipment. The warehouse <br /> and yard have not been used for these purposes since 1985. One 1,000 gallon underground storage <br /> tank (UST) containing diesel was removed in 1990. The Cal Farm Supply Company filed for <br /> bankruptcy in 1987. <br /> Historic investigation work at the Cal Farm site indicated groundwater impact by nitrate, pesticides, <br /> and petroleum hydrocarbons. Previous investigations were conducted at the site by <br /> Kennedy/Jenks/Chilton consultants between 1989 and 1995,and by IT Corporation(IT)from 1995 to <br /> 2000. A detailed summary of the project history was provided in IT's Remedial Investigation Report <br /> submitted to the RWQCB on February 4, 1998 (IT, 1998). The RWQCB requested that further <br /> assessments be conducted at the site in May 1995. A work plan for environmental corrective action <br /> was submitted to the RWQCB by IT on February 28, 1997. The work plan included performance of <br /> a Geoprobe survey,installation ofgroundwater monitoring wells,and performance of aquifer testing <br /> for a remedial options feasibility study. The final work plan was approved by the RWQCB on March <br /> 14, 1997 (IT, 1997a). <br /> The Geoprobe survey was initiated in April 1997 and results were provided to the RWQCB in a <br /> Phase I Site Investigation Report dated September 19, 1997(IT, 1997b). Based on the results of the <br /> Geoprobe survey,additional monitoring wells were installed at the site in November 1997(Phase In. <br /> A Monitoring and Reporting Program (MRP) 97-812 was issued for the site by the RWQCB on <br /> November 12, 1997. <br /> Cd&._Agtrll <br /> 1D Smi�CoreWWig IY//7011 <br />
