CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO. R5-2004-0805
CALIFORNIA WATER CODE SECTION 13267
FOR
ARNOLD HOF
FORMER CAL FARM SUPPLY FACILITY
SAN JOAQUIN COUNTY
Cal Farm Supply operated an underground fuel tank, provided agricultural chemicals to retail
customers from its facility at 2040 West Washington Street, and ceased operations before
entering into bankruptcy in 1987. In 2000, Mr. Arnold Hof(Discharger)purchased the property.
Groundwater is about 10 feet below ground surface and contains fertilizer and petroleum
compounds. This pollution impaired the beneficial use of this water resource. In 1990, Cal
Farm Supply removed the underground fuel tank and about 130 tons of pesticide-contaminated
soil. In 2001, Mr. Hof planted crops to take up nitrogen from groundwater.
This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the
California Water Code and is necessary to delineate groundwater pollutant plumes and determine
whether remediation efforts are effective. Existing data and information about the site show.the
presence of various chemicals, including nitrate, petroleum constituents, and benzene
hexachloride emanating from the property under the control of the Discharger. The Discharger
shall not implement any changes to this MRP unless and until a revised MRP is issued by the
Executive Officer. This MRP replaces the requirements listed in revised MRP No. 97-812,
which was issued on 4 May 2000.
Prior to construction of any new groundwater monitoring or extraction wells, and prior to
destruction of any groundwater monitoring or extraction wells, the Discharger shall submit plans
and specifications to the Board for review and approval. Once installed, all new wells shall be
added to the monitoring program and shall be sampled and analyzed according to the schedule
below.
GROUNDWATER MONITORING
As shown on Figure 1, there are 8 monitoring wells: MW-1,MW-2, MW-3, MW-4, MW-5,
MW-7,MW-8 and MW-9. Monitoring wells MW-8 and MW-9 are removed from the analytical
program, but shall continue to be measured for depth to groundwater until they are destroyed to
the satisfaction of San Joaquin County Public Health Services Department. The groundwater
monitoring program for the eight monitoring wells shall follow the schedule below. Sample
collection and analysis shall follow standard EPA protocol.
