CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. R5-2003-XXXX <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> ARNOLD HOF <br /> FORMER CAL FARM SUPPLY FACILITY <br /> SAN JOAQUIN COUNTY <br /> Cal Farm Supply operated an underground fuel tank and provided agricultural chemicals to retail <br /> customers from its facility at 2040 West Washington Street and ceased operations before entering <br /> into bankruptcy in 1987. In 2000, Mr. Arnold Hof(Discharger)purchased the property. <br /> Groundwater is about 10 feet below ground surface and contains fertilizer and petroleum <br /> compounds. This pollution impaired the beneficial use of this water resource. Cal Farm Supply <br /> removed the underground fuel tank and about 130 tons of pesticide-contaminated soil, and Mr. <br /> Hof planted crops to take up nitrogen from groundwater. <br /> This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br /> California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br /> whether remediation efforts are effective. Existing data and information about the site show the <br /> presence of various chemicals, including nitrate, petroleum constituents, and benzene <br /> hexachloride emanating from the property under the control of the Discharger. The Discharger <br /> shall not implement any changes to this MRP unless and until a revised MRP is issued by the <br /> Executive Officer. This MRP replaces the requirements listed in revised MRP No. 97-812, <br /> which was issued on 4 May 2000. <br /> Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br /> abandonment of any groundwater monitoring or extraction wells, the Discharger shall submit <br /> plans and specifications to the Board for review and approval. Once installed, all new wells shall <br /> be added to the monitoring program and shall be sampled and analyzed according to the schedule <br /> below. <br /> GROUNDWATER MONITORING <br /> As shown on Figure 1, there are 8 monitoring wells: MW-1,MW-2, MW-3, MW-4,MW-5, <br /> MW-7,MW-8 and MW-9. Monitoring wells MW-8 and MW-9 will be destroyed and are <br /> therefore not included in this monitoring schedule. A new well, MW-6R,will be installed prior <br /> to the third quarter 2003, so it is included in this schedule. The groundwater monitoring program <br /> for the 7 monitoring wells shall follow the schedule below. Sample collection and analysis shall <br /> follow standard EPA protocol. <br />
