3.0 BACKGROUND <br /> f F , <br /> Terranext was initially retained by GFB to perform a Phase I Environmental Site Assessment <br /> (ESA) of the Property (which addressed Parcel 4, Stockton Saw ings Bank). The purpose of <br /> this Phase I ESA was to make inquiry into the environmental condition of the Property and <br /> evaluate the potential environmental liabilities associated with the Property. The results of <br /> l <br />' the Phase I investigation were.presented in a Terranext report "dated January 29, 1997 <br /> 1 , <br /> (entitled: Phase I Environmental Assessment, Stockton Savings Bank, Corporate Offices) <br /> (ESA). The report identified the following potential environmental concerns: <br /> * A database search revealed the presence of threeq underground storage <br /> tanks to the east and adjacent to the Property (two 5,000-gallon diesel <br /> tanks, and one 5,000-gallon gasoline tank), at the Water Front Yacht <br /> Harbor, located at 333 Tuleburg Levee. The search indicated that An <br /> Unauthorized Release (Leak) Contamination Sit)Report was on record } <br /> for this site. <br /> i <br /> LThis report (on file with the County) and supporting documents were reviewed by Terranext <br /> on April 14, 1997. The results of this review are provided in Section 5.3. <br /> ,6 <br /> * A review of fire insurance (Sanborn) map`=abstracts and aerial <br /> ,M <br /> photographs identified petroleum storage and other gasoline, oil, and s <br /> tF <br /> chemical storage along the 540 and 600 blocks of West Weber Avenue <br /> (south adjoining property). <br /> Ij <br /> The south adjoining property has been the subject of at least one soil and ground water <br /> investigation.
