Second Semiannual and 2018 Annual Groundwater Monitoring Report JACOBS® <br /> 1 . Introduction <br /> This report was prepared by CH2M HILL (CH2M), now a wholly owned subsidiary of Jacobs Engineering <br /> Group Inc. (Jacobs), on behalf of SFPP, L.P. (SFPP), an operating partnership of Kinder Morgan, Inc. <br /> This report presents the results of groundwater monitoring activities at the SFPP Holt Release Site, <br /> located in Holt, California (the site). Groundwater monitoring and reporting activities are performed under <br /> Monitoring and Reporting Program (MRP) No. R5-2018-0806 issued by the Central Valley Regional <br /> Water Quality Control Board (RWQCB) on March 21, 2018. This report fulfills the reporting requirements <br /> for the second semiannual and annual 2018 monitoring periods in accordance with the MRP. The location <br /> • and layout of the site are shown on Figures 1 and 2, respectively. <br /> 1.1 Objectives <br /> This report is organized as follows: <br /> • 0 Section 1 presents the report introduction and background. <br /> • Section 2 presents the monitoring results for the second semiannual period for 2018. <br /> • Section 3 presents the annual report for 2018. <br /> • • Section 4 presents a list of referenced documents used to prepare this report. <br /> . Appendix A presents the field data collected by Blaine Tech Services for the second <br /> semiannual 2018 monitoring period. <br /> • Appendix B presents the laboratory reports by Alpha Analytical, Inc., for the second <br /> . semiannual 2018 monitoring period. <br /> • Appendix C presents historical groundwater elevation and concentration data. <br /> • Appendix D presents time series charts for groundwater elevation and concentration data. <br /> • Appendix E presents long-term concentration trend charts, which are the charts in Appendix D, <br /> • but with expanded scales. <br /> • Appendix F presents the tables and figures from the first semiannual 2018 groundwater monitoring <br /> report(CH2M, 2018). <br /> 1.2 Background <br /> SFPP owns and operates an underground petroleum pipeline connecting Stockton, California <br /> (Stockton Junction) to the San Francisco Bay Area (Concord Station). In February 1986, a pipeline <br /> release occurred approximately 7 miles west of Stockton near Holt, California (Figures 1 and 2). Spill and <br /> emergency response activities were performed to clean up and contain fuel from the spill. A bypass <br /> pipeline was constructed around the leaking section, and the pipeline was placed back in service by <br /> March 1986 (Figure 2). The release area is bounded to the north and west by Trapper Slough, and to the <br /> i east by Whiskey Slough Road and an agricultural field. The site is collocated with the Arcady Oil <br /> Company Mud Disposal Site, which was operated as a Class III disposal site for oil-drilling muds between <br /> April 1960 and May 1984 under Waste Discharge Requirements issued by the RWQCB. <br /> Hydrocarbon residuals from the February 1986 pipeline release are present in subsurface soils and <br /> groundwater at the site. A comprehensive discussion of historical site investigations and interim <br /> remediation activities to address hydrocarbons at the site is provided in the Final Site Characterization <br /> Report(CH2M, 2002).
