1 . Introduction <br /> SFPP, L.P., an operating partnership of Kinder Morgan Energy Partners, L.P. (SFPP), <br /> ' retained CH2M HILL to report groundwater monitoring activities at the SFPP Holt Release <br /> Site,located in Holt, California (the Site). This monitoring report was prepared on behalf of <br /> SFPP for submittal to the Central Valley Regional Water Quality Control Board (RWQCB). <br /> ' Groundwater monitoring and reporting are performed under Monitoring and Reporting <br /> Program (MRP) No. R5-2007-0831 issued by the RWQCB on November 29, 2007. This report <br /> fulfills the reporting requirements for the second semiannual and annual 2014 monitoring <br /> periods in accordance with the MRP. The location and layout of the Site are shown in <br /> Figures 1 and 2, respectively. <br /> ' 1.1 Organization <br /> This report is organized as follows: <br /> Section 1 presents the report introduction and background. <br /> Section 2 presents the monitoring results for the second semiannual period 2014. <br /> ' Section 3 presents the annual report for 2014. <br /> Section 4 presents a list of referenced documents used for this report. <br /> Appendix A presents the field data collected by Blaine Tech Services for the second <br /> semiannual 2014 monitoring period. <br /> Appendix B presents the laboratory reports by Alpha Analytical for the second semiannual <br /> 2014 monitoring period. <br /> ' Appendix C presents historical groundwater elevation and concentration data. <br /> Appendix D presents time-series charts for groundwater elevation and groundwater <br /> concentration data. <br /> Appendix E presents long-term concentration trend charts,which are the charts in <br /> ' Appendix D,but with expanded scales. <br /> Appendix F presents the tables and figures from the first semiannual 2014 groundwater <br /> monitoring report (CH2M HILL,2014). <br /> 1.2 Background <br /> ' SFPP owns and operates an underground petroleum pipeline connecting Stockton(Stockton <br /> Junction) to the San Francisco Bay Area (Concord Station). The pipeline release occurred in <br /> February 1986 approximately 7 miles west of Stockton near Holt, California (Figures 1 <br /> and 2). Spill and emergency response activities were performed to clean up and contain fuel <br /> from the spill. A bypass pipeline was constructed around the leaking section, and the <br /> pipeline was placed back in service by March 1986 (Figure 2).
