1 <br /> 2.0 BACKGROUND <br /> 2.1 PREVIOUS ENVIRONMENTAL REPORTS <br /> Prior to Lesco's ownership two other companies,TRI Delta Fertilizer, hic., <br /> and Delft Fertilizer,were involved in fertilizer manufacturing on the <br /> property. In January 1997,Harding Lawson Associates, hic. (HLA) <br /> completed a Phase I environmental review of the then TRI Delta Fertilizer <br /> facility. The review described site conditions, and contained a discussion <br /> of adjacent properties. <br /> hi August 1997, Environ completed a Phase I environmental investigation <br /> with limited soil and groundwater sampling. Three soil borings (SB-1, <br /> SB-2, and SB-3) were advanced to approximately 15 feet below ground <br /> surface (bgs) in three storm water drainage ponds. Soil and groundwater <br /> samples were collected and analyzed for total petroleum hydrocarbons <br /> (TPH),herbicides, metals, total dissolved solids, and anions. Previously,a <br /> process water well(EW-1) was installed in 1986 and groundwater samples <br /> were collected and analyzed for the same constituents. Detections were <br /> reported for the above constituents in soil and groundwater. Specifically, <br /> the nitrate (nitrogen) concentration at 1,250 milligrams per liter (mg/L) <br /> and sulfate concentration at 3,200 mg/L exceeded California Department <br /> of Health Services primary Maximum Contaminant Levels(MCLs) of 10 <br /> mg/L and 250 mg/L,respectively. Environ recommended that future <br /> investigations should attempt to confirm if groundwater beneath the site <br /> �] has been impacted by fertilizer operations. ERM understands that no <br /> other environmental investigation has been completed at the facility since <br /> 1997. <br /> 2.2 SITE DESCRIPTION <br /> The site is currently a fertilizer warehouse. Past activities included <br /> fertilizer storage and manufacturing, which produced both dry and liquid <br /> fertilizers. The property consists of two parcels covering approximately <br /> five acres. The primary parcel containing the manufacturing and <br /> '1 distribution units is 3.5 acres.
