WASHINGTON BLVD., SAN JOAQUIN COUNTY <br /> Thank you for providing the 18 March 2011 Data Gap Soil Investigation Workplan (Work <br /> Plan) prepared by ERM for the former Lesco facility at 2829 West Washington Blvd., in <br /> the Port of Stockton. As described in the Work Plan, John Deere Landscapes, who <br /> purchased the Lesco facility, has removed the dry bulk storage warehouse building and <br /> the concrete pad at the former liquid tank farm. As you and your consultant, ERM, <br /> discussed with California Regional Water Quality Control Board, Central Valley Region <br /> (Central Valley Water Board) staff in our 12 November 2010 meeting, the removal of the <br /> building and containment pad will facilitate the aquisition of soil samples that are <br /> expected to fill the data gaps in subsurface contaminant distribution at the facility. <br /> Central Valley Water Board staff concur with the Work Plan as written. The Work Plan <br /> proposes about 26 soil borings, with samples to be obtained from 0.5 feet below ground <br /> surface and above the first water table, which is about six feet below ground surface. Soil <br /> samples are to be analyzed for ammonium, nitrate, chloride, sulfate, arsenic, cadmium, <br /> and lead. Monitoring wells will be sampled using low flow methods for these parameters <br /> and additionally for antimony, barium and vanadium. <br /> For nitrate analyses, John Deere Landscapes may use EPA Method 353.2, which <br /> includes nitrate and nitrite. This method allows for an extended holding time. <br /> In the Work Plan, ERM proposes to initiate investigation at the end of March 2011., and <br /> provide a Report of Results about 9 weeks later. We look forward to seeing the results <br /> by 10 June 2011.
