Wilson Way APN: 117-310-01 <br /> Stockton, CA 95205 Geotracker 1D#: T0607700132 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Feasibility <br /> Study and Remedial Action Plan (FS) dated August 15, 2008 as prepared by Wayne Perry Inc <br /> and has the following comments. <br /> The FS was in response to requirements established in the EHD correspondence dated June 9, <br /> 2008. The FS was received on Geotracker on August 18, 2008. <br /> The EHD required Thrifty Oil Company (TOC) to submit an evaluation of ground water remedial <br /> alternatives since the dissolved petroleum constituents in the ground water remain elevated <br /> after years of soil vapor extraction (SVE). Even though the SVE has removed an estimated <br /> 160,638 pounds of hydrocarbons from the soil, the ground water contamination level is not <br /> cleaning up as TOC has suggested it would. <br /> The study compared three remedial alternatives for cost-effectiveness and feasibility to clean up <br /> the ground water. Included were clean up levels based on the San Francisco Bay Regional <br /> Water Quality Control Board (SFBRWQCB) levels, maximum contaminant levels (MCL) or <br /> technical or economically feasible concentrations. Please note that groundwater in San Joaquin <br /> County is of potential beneficial use so numerical objectives in the Central Valley Regional Water <br /> Quality Control Board (CVRWQCB) water quality control plan for the Sacramento and San Joaquin <br /> River Basins must be used as clean up goals. <br /> TOC concluded that weekly ground water extraction from wells EW-5S, EW-5D, and TB-7 is the <br /> most cost effective remedial alternative. Wells EW-5S & EW-5D will be additionally hooked up to <br /> the existing SVE system so the remediation will be similar to multi-phased extraction (MPE). The <br /> proposal is to pump ground water from each of the three wells with submersible pumps for 48 <br /> hours each week and collect the water in a holding tank onsite. The approximately 5,000 gallons <br /> of water estimated to be generated each week for 3 months (12 events) will then be removed from <br /> site and transported to an appropriate treatment facility. <br />
