Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />June 18,2020 <br />Facility Address: <br />4360 POCK LN, STOCKTON <br />Facility Name: <br />CHEP North America <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR -Notice to Comply) <br />RemarksItem # <br />9 HSC 25508(a)(1) Failed to annually review and certify that the business plan is complete, accurate, and up to date. <br />The business plan information has not been reviewed and resubmitted in the California Environmental Reporting <br />System (CERS) annually for 2020. The hazardous materials inventory shall be submitted by January 15 of each <br />calendar year and may be submitted beginning November 1 of the previous year. Immediately log into the CERS at <br />http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. <br />This is a Class II violation. <br />11 HSC 25505(a)(4) Failed to provide or document initial and/or refresher training to appropriate personnel. <br />Documentation showing initial and annual refresher training of 1. Immediate notification contacts to the appropriate <br />local emergency response personnel and to the unified program agency; 2. Procedures for the mitigation of a <br />release or threatened release to minimize any potential harm or damage to persons, property, or the environment; <br />and 3. Evacuation plans and procedures, including immediate notice, for the business site; was not available at the <br />time of inspection. The business plan shall include provisions for ensuring that appropriate personnel receive initial <br />and annual refresher training. All employees shall be trained in safety procedures in the event of a release or <br />threatened release of a hazardous material, including, but not limited to, familiarity with the following plans and <br />procedures: <br />(A) Immediate notification contacts to the appropriate local emergency response personnel and to the unified <br />program agency. <br />(B) Procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br />persons, property, or the environment. <br />(C) Evacuation plans and procedures, including immediate notice, for the business site. This training shall be <br />documented electronically or by hard copy and shall be made available for a minimum of three years. <br />Immediately provide employee training for appropriate personnel and submit a copy of the training records to the <br />EHD. <br />This is a Class II violation. <br />12 HSC 25505(c) Failed to have the business plan readily available to facility or EHD personnel. <br />Facility could not provide the Emergency Response Plan and the Chemical inventory upon request. The emergency <br />response plans and procedures, the inventory of information required by this article, and the site map required by <br />this section shall be readily available to personnel of the business or the unified program facility with responsibilities <br />for emergency response or training pursuant to this section.
