continuous across the dimensions of the site Although the dissolved hydrocarbon concentrations are <br /> relatively higli, the dissolved mass is an insignificant fraction of the total hydrocarbon load However, <br /> the dissolved contaminant mass is important because it affects the potential of the groundwater <br /> resource, and because it is laterally mobile The primary hindrance to site remediation is the fine <br /> grained texture of some of the upper soils Accordingly, an integrated remediation strategy will be <br /> required to successfully approach this problem <br /> A feasibility study evaluating alternatives for mitigating the adverse affects of the unauthorized release <br /> was performed Excavation/removal and no action were options considered and compared with the <br /> proposed program Excavation and removal of the contamination would involve a mayor soil removal <br /> program Although this type of program might be successful in mitigating the contamination, there are <br /> several overwhelming logistical problems Soil would have to be excavated to at least 60 feet below <br /> grade to remove the affected material An excavation of this size would not be practical, chiefly <br /> because compliance with OSHA excavation protocol would require that the opening of the excavation <br /> exceed the boundaries of the site In fact, portions of Wilson Way, a major local thoroughfare, would <br /> have to be temporarily removed to complete such a program Besides these logistical factors, the cost <br /> for this type of program are prohibitive <br /> The no-action option is not a viable option given the high dissolved benzene concentrations found in <br /> the downgradient wells The levels in all of the on-site wells now consistently exceed the MCL linuts <br /> From a risk assessment stand, these relatively low concentrations probably do not pose a serious threat <br /> to the public health and well being due to the presumed lack of accessibility to potential human <br /> receptors in the area However, if local residents or facilities use this resource there is a potential risk <br /> of low level exposure Given the current regulatory guidelines and the stated trend in the data, the <br /> option of no action is not a practical one <br /> Page 6 <br />
