S0 JOA U 1 Environmental Health Department <br /> U ;� i I <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> GRANT LINE SHELL* 2375 W GRANT LINE RD,TRACY May 18, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 319 CCR 2635, 2637.1,2665, 2712 No spill bucket,failed to contain 5 gallons, no means to keep it empty, or failed to be <br /> tested. <br /> OBSERVATION: The diesel, 87, and 89 spill containers failed to have a minimum capacity of five gallons. <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to repair or <br /> replace the spill container under permit and inspection of the EHD. <br /> This is a repeat violation, Class II. <br /> 320 CCR 2635, 2637.2,2665, 2712 Failure to comply with the installation, inspection, or record keeping of the overfill <br /> prevention. <br /> OBSERVATION: The 87, 89, 91 and diesel tanks do not have an overfill prevention system. <br /> -The tank form lists fill tube shut-off valve as the sole overfill prevention method, but flappers were not observed <br /> during the inspection. Prior CERS submittals have reported ball floats as the site's overfill method. No service <br /> requests have been obtained from EHD for installation or removal of flappers. <br /> -On 5/12/2020 EHD received an Overfill Prevention Inspection Report dated 5/2/2019. No notification was previously <br /> submitted to EHD. No test report was observed during the annual inspection on 5/30/2019. No work orders or other <br /> documentation of overfill testing was observed during the 5/30/2019 inspection. EHD will not accept this testing. <br /> REGULATION GUIDANCE:All underground storage tanks shall be equipped with an overfill prevention system that <br /> does not allow for manual override and meets one of the following requirements: <br /> 1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an <br /> audible and visual alarm; or <br /> 2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs <br /> when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes <br /> before the tank overfills; or <br /> 3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity;or, <br /> 4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are <br /> exposed to product due to overfilling. <br /> CORRECTIVE ACTION: Immediately contact a properly licensed,trained, and certified contractor to install an <br /> approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection <br /> by the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an <br /> approved overfill prevention system can't be installed immediately,there is a possibility that the[GRADE] UST <br /> system may be red tagged to prevent fuel inputs. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 6/17/2020 . <br /> FA0003772 PR0232469 SCO01 05/18/2020 <br /> EHD 23-01 Rev.9/20/2019 Page 7 of 8 Underground Storage Tank Program OIR <br /> 1868 E.
