Prior CERS submittals have reported ball floats as the site's overfill method. No service
requests have been obtained from EHD for installation or removal of flappers.
-On 5/12/2020 EHD received an Overfill Prevention Inspection Report dated 5/2/2019. No notification was previously
submitted to EHD. No test report was observed during the annual inspection on 5/30/2019. No work orders or other
documentation of overfill testing was observed during the 5/30/2019 inspection. EHD will not accept this testing.
REGULATION GUIDANCE:All underground storage tanks shall be equipped with an overfill prevention system that
does not allow for manual override and meets one of the following requirements:
1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an
audible and visual alarm; or
2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs
when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes
before the tank overfills; or
3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity;or,
4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are
exposed to product due to overfilling.
CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an
approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection
by the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an
approved overfill prevention system can't be installed immediately, there is a possibility that the[GRADE] UST
system may be red tagged to prevent fuel inputs.
This is a repeat violation, Class II.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by 6/17/2020 .
FA0003772 PR0232469 SCO01 05/18/2020
EHD 23-01 Rev.9/20/2019 Page 7 of 8 Underground Storage Tank Program OIR
1868 E.
