The Report and Workplan was prepared by Science Applications
' International Corporation (SAIC) on behalf of Chevron. The historical Old Valley Pipeline
(OVP) and Tidewater Associated Oil Company (TAOC) pipelines, formerly owned/operated by
predecessors of Chevron, were along the northeast side of the US Can (Site) property. Crude
' oil leaks attributed to the historical OVP and/or TAOC pipelines have been documented at the
Site.
' On 11 October 2007, a monitoring well abandonment and a soil and groundwater investigation
workplan was approved by the Central Valley Regional Water Quality Control Board (Central
Valley Water Board) staff. During August 2008, SAIC completed a Site investigation to
evaluate the extent of affected soil and groundwater. In addition, SAIC destroyed groundwater
monitoring wells MW-4 and 5. Based on the investigation results, SAIC determined that
additional borings were needed.
In order to complete the project by the end of the year, SAIC requested verbal approval of the
Workplan. According to the Workplan, SAIC proposed ten soil borings for delineation and if
' affected soil is noted, an additional nine contingency borings are proposed. On 13 November
2008, Central Valley Water Board staff forwarded approval of the Workplan to SAIC via e-mail.
Central Valley Water Board staff concurred with the proposed Workplan and this letter
provides written confirmation.
California Environmental Protection Agency
' Recycled Paper
