' Monitoring Well Destruction and <br /> Soil and Groundwater Investigation Report <br /> US Can—Welty Road September 24, 2009 <br /> the subject of this report, the interpreted narrative WQO for each COPC is <br /> the lowest, most <br /> conservative published numerical value. <br /> Soil analytical results were compared to ESLs and U.S. Environmental Protection Agency (EPA) <br /> Regional Screening Levels (RSLs; EPA, 2008a), although these are not prescribed by the CTA. <br /> The lowest, most conservative screening levels were chosen for soil and groundwater, and are <br /> used in this document only to establish delineation of a COPC in soil or groundwater. <br /> 2. BACKGROUND <br /> 2.1 LOCATION AND SITE DESCRIPTION <br /> The site, which includes the area of investigation related to former HPP activities, is located <br /> southwest of the intersection of Highway 33 and S. Welty Road in Vernalis, San Joaquin County, <br /> California. It is situated at an approximate elevation of 105 feet above mean sea level and has <br /> ' relatively flat topography that slopes gently downward to the northeast. The site is in a rural area <br /> surrounded by agricultural, light-industrial, and residential properties. A Union Pacific Railroad <br /> (UPRR) track and right of way (ROW) parallels Highway 33 to the southwest. <br />' The site extends from E. Schaefer Road to the northwest, to approximately 500 feet south of the <br /> intersection of Highway 33 and S. Welty Road. At its widest point it extends approximately <br /> 70 feet northeast and 200 feet southwest of Highway 33. <br /> Crop Production Services Inc. (CPS; formerly Western Farm Services) is located at the <br /> northwest corner of the Highway 33 and Welty Road intersection. CPS has stored and <br />' distributed bulk liquid and dry fertilizers on its facility since 1969. A former Union Oil gas <br /> service station was located at the northeast corner of Highway 33 and Welty Road. Until April <br /> 2009, the site was occupied by Insulair, Inc. (Insulair), a paper products manufacturer. Prior to <br /> 1 Insulair's tenancy, Hunter Container Corporation (Hunter Container; a container manufacturer), <br /> and US Can Company (US Can; a can manufacturer) operated on the property. Hunter Container <br /> still owns the property. The site and surrounding properties are shown on Figure 2. <br /> 2.2 HISTORICAL AND ACTIVE PIPELINES <br /> The former OVP and TAOC pipelines transported heated crude oil from Bakersfield to <br /> Richmond; the OVP from the early 1900s to the 1960s and the TAOC pipelines from the early <br /> 1900s until the 1970s. The former Vernalis Pump Station, an OVP crude-oil pumping station, is <br /> located southeast of the intersection of Highway 33 and S.Welty Road. The former OVP and <br /> TAOC pipelines were located parallel to, and south of, the UPRR ROW and Highway 33. <br /> Kinder Morgan Energy Partners, LP (KM) currently operates a pipeline within the UPRR ROW <br /> that runs parallel to the former OVP and TAOC pipelines. The KM pipeline reportedly <br />' transports gasoline,jet fuel, and diesel. <br /> 2.3 EXISTING AND PLANNED DEVELOPMENT <br /> The UPRR ROW, Highway 33, and S. Welty Road are used for transit. Insulair, which was <br /> leasing the Hunter Container/US Can property on the south side of Highway 33, discontinued <br /> operations in 2009; future development plans for this property are unknown. CPS is currently in <br /> operation. There are no other known redevelopment plans for the site or surrounding properties. <br /> 25 � <br /> 91 SS6 <br /> From Science to Solutions <br />
