•
S ECC? R
2.0 PROPOSED SCOPE OF WORK
The proposed scope of work is to further define impacts to deeper groundwater in the vicinity of
the L&M OU. The proposed scope of work included in this work plan consists of the installation
and development of 17 deeper (B-, C-, and D-Zone) monitoring wells (Figure 3). As shown on
Figure 3, these deeper wells will be strategically placed to fill potential data gaps in the current
monitoring well network. In addition to providing lateral groundwater assessment data from
three previously identified deeper monitoring zones, these wells will also provide additional
assessment points for SPH historically reported beneath the site. Many of the proposed deeper
wells are co-located with wells from the shallow monitoring zone to provide data for further
assessment of the vertical groundwater gradient beneath the Site. The specific scope of work is
discussed below:
2.1 Site Health and Safety Plan
As required by the Occupational Health and Safety Administration (OSHA) "Hazardous Waste
Operations and Emergency Response' guidelines (29 CFR 1910.120), and by California
Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste Operations and
Emergency Response' guidelines (CCR Title 8, Section 5192), SECOR will prepare a site
specific Health and Safety Plan (HASP). The field staff and contractors will review the HASP
prior to beginning field operations at the site.
2.2 Well Monitoring and Installation
2.2.1 Permitting and Access Agreements
Monitoring well permits will be obtained from the San Joaquin County Environmental Health
Department (SJCEHD) prior to initiating work. Additionally, encroachment permits and access
agreements with offsite property owners will be obtained as needed for particular wells prior to
initiating the field effort.
2.2.2 Underground Utility Locating
SECOR will notify Underground Service Alert (USA) a minimum of 48 hours prior to
commencing subsurface activities so that existing underground utilities in the area of the
proposed work can be located and avoided. In conjunction with USA, a private utility locating
company will be utilized for clearing proposed boring locations. Prior to the onset of drilling, all
borings will be cleared to a minimum depth of eight feet, one inch.
2.2.3 Deeper Zone Monitoring Well Installation
Seventeen 2-inch diameter deeper zone groundwater monitoring wells will be installed at the
locations shown on Figure 3. Five wells will be installed to a depth of approximately 50 feet bgs
targeting the B-Zone where SPH was historically been observed. Seven wells will be installed
to further assess the high permeability sand layer located from approximately 85 to 90 feet bgs
Additional Deep Zone Assessment Work Plan.final.doc
Tidewater Stockton
March 14,2008 4
