ENVIRONMENT HEALTH
Stantec PERMIT/SERVICES
3017 Kilgore Road, Suite 100
Rancho Cordova, CA 95670
APPROVAL OF WORK PLAN, L & M OPERABLE UNIT, SAN JOAQUIN COUNTY
Staff of Region 5 Water Quality Control Board has reviewed your submittal entitled Work
Plan for Additional Deeper Zone Assessment prepared by SECOR International on behalf
of the L&M Group dated 14 March 2008. The work plan was prepared in response to the
Board's request for additional characterization at the site. The work plan proposes the
installation of 17 intermediate and deep zone groundwater monitoring wells throughout the
areas of the L&M OU, Unocal OU, Delta View Apartments, and Waterfront Towers. The
proposed deeper wells are clustered near existing shallow zone wells. Samples taken from
wells will be analyzed for TPHd/o, TPHg, BTEX, VOCs, SVOCs, and dissolved metals.
Results will be shown in quarterly monitoring reports per existing MRP.
Staff concurs with the work plan however, close coordination between Stantec, RDA, and
Water Board is necessary during well construction. For example, proposed deep wells
near existing MW-08 (Figure 3) will need to be installed in another location as preliminary
development plans (Proposed Site Plan) show a future building to be constructed there.
Based on existing RDA development plans, other proposed wells may need to be shifted
from their mapped location. In the next four weeks, Water Board staff will
coordinate/facilitate a meeting with Stantec, RDA (and their consultants), and ourselves to
initiate framework for future work in the Redevelopment Area.
Please contact me with all questions and concerns at 916.464.4682 or
rccervantes@waterboards.ca.gov
F--Ai
Roberto Cervantes
Water Resources Control Engineer
Site Cleanup Unit
cc: Mr. Eric Hetrick, ConocoPhillips
Mr. Derrick Vallance, ConocoPhillips
Mr. Rick Rittenberg, Chevron EMC
California Environmental Protection Agency
C.
