The meeting was called <br /> by Mary Serra to provide technical discussion of the Parcel 2A, West Weber Avenue and Lincoln Street, <br /> Stockton, California ("the Site"). The meeting minutes were recorded by SECOR International, Inc <br /> (SECOR). Attendees at the meeting included Mary Serra and Duncan Austin from the RWQCB, Dan <br /> • Schreiner and Rusty Benkosky from SECOR, Tom Bauhs from Chevron, Tracy Sizemore (by phone)from <br /> ConocoPhillips, Kitty Walker form the City of Stockton Redevelopment Agency (RDA), and Robert Traylor <br /> from Golden State Environmental (GSE). The following is a list of highlights from the meeting: <br /> • The meeting followed (generally) the meeting agenda submitted to the RWQCB via email by <br /> Robert Traylor on August 24, 2005. <br /> • Terms of the Settlement Agreement between the RDA and ConocoPhillips and Chevron <br /> (collectively"the L&M Group") were discussed. The RDA will provide a copy of the Settlement to <br /> Mary Serra. <br /> • High metals concentrations present in shallow soil in areas of the Site are most likely from fill <br /> material used in low lying areas of the Site. <br /> • The dual-phase system and part of the soil-vapor system at the L&M OU are currently operating. <br /> • The L&M Group plans to start excavation on the Unocal OU, per the RWQCB approved work <br /> plan, on August 29, 2005. <br /> • The RDA will not allow SECOR to conduct that work on behalf of the L&M Group at the <br /> Unocal OU. <br /> • The Human Health Risk Assessment is complete and currently with the Department of Toxic <br /> Substances Control for review and comment. <br /> • The L&M OU and Unocal OU will be cleaned to standards based on land use. <br /> • The RDA and the L&M Group are working together to address allocation of responsibility for <br /> groundwater cleanup on the Unocal and Alco OUs. <br /> • The RWQCB stated that the entire excavation scope of work outlined in the approved work plan <br /> submitted by SECOR must be carried out. <br /> • The RWQCB asked that the RDA and the L&M Group provide a plan to proceed at the Site on <br /> Tuesday,August 30,2005. <br />
