Staff of the Central Valley Regional Water <br /> Quality Control Board(Regional Board) conditionally approved the Work Plan in a <br /> ' 24 September 2004 letter. <br /> Soil sample results from the excavation sidewall and base were transmitted to Regional Board <br /> staff on 15 October 2004 via facsimile and email. Analytical results included volatile organic <br /> compounds (VOCs) and total petroleum hydrocarbons (TPH) and showed that along the west <br /> wall, concentrations of TPH as diesel ranged from below the detection limit to 6,600 mg/kg. <br /> Butyl benzene in concentrations ranging from 22 to 220 ug/kg are associated with the three <br /> highest concentrations of TPH as diesel along the west wall. In an 18 October 2004 email and <br /> telephone communication between Mr. Kurt Balasek of Wallace-Kuhl and Associates and Ms. <br /> Amy Terrell of the Regional Board, they agreed to the following actions: <br /> • RDA will attempt to remove contaminated material at the three areas containing the highest <br /> concentrations of TPH as diesel <br /> • RDA will attempt to obtain soil samples to define the lateral extent of soil pollution at these <br /> three locations. <br /> • If lateral definition cannot be obtained, RDA would obtain soil samples and grab <br /> groundwater samples to define the extent of pollution after the excavation is backfilled. <br /> • RDA will place gravel in the base of the excavation to a height of about six inches above the <br /> water table which is about 18 feet below ground surface (bgs), but will not fill with gravel to <br /> an elevation greater than 15 feet bgs. <br /> • RDA will place a geotextile on top of the gravel before backfilling and compacting with <br /> clean fill. <br /> • RDA will obtain soil samples defining the quality of soil fill and communicate the results <br /> with Regional Board staff prior to backfilling the remainder of the excavation. <br /> California Environmental Protection Agency <br /> RC1 Recycled Paper <br />
