Box 6012 <br /> San Ramon, CA 94583-2324 <br /> REVIEW OF FORK PLAN FOR UNDERGROUND UTILITY SEARCH,SOUTH SHO <br /> PARCELS,L&M OPERABLE UNIT, STOCKTON,SAN JOAQUIN COUNTY RE <br /> We have reviewed the 3 October 2003 Work Plan for Underground Utility Search (Work Plan) <br /> submitted by SECOR International Incorporated(SECOR)on behalf of the L&M Operable Unit <br /> (OU). The Work Plan proposes eight locations to excavate soil using a backhoe or similar <br /> equipment down to about 10 feet below ground surface to search for underground utility lines and <br /> determine ifany existing underground utility lines are a source of soil and groundwater pollution at <br /> the site. The L&M OU also proposes to conduct a utility survey and excavation at additional <br /> locations if the utility,survey shows potential for additional underground utilities. On <br /> 10 October 2003,Regional Board staff contacted Mr. Rusty Benkosky of SECOR to discuss <br /> comments on the Work Plan. Mr.Benkosky responded on 14 October that the locations were <br /> Proposed based on locations Of Pipelines shown on old site maps and that the utility survey was not <br /> completed before the submittal of the Work Plan because site access is needed, which the Stockton <br /> Redevelopment Agency typically does not grant without regulatory concurrence with the proposed <br /> investigation. Furthermore, Mr. Benkosky said the L&M OU is not proposing soil samples because <br /> of the large amount of soil data already collected at the site, and the <br /> to locate underground utilities. purpose of the investigation is <br /> Regional Board staff concurs with the Work Plan and suggests that the L&M OU collect evidence <br /> of any suspected releases from underground utilities located.
