Union Oil, et al. <br /> (Superior Court Case No. 410753 Health and Safety Code section 33459.1 <br /> County of San Mateo ) <br /> Also Known As: <br /> Morton-Alco Remediation Project ) <br /> Stockton Redevelopment Agency <br /> 425 N. El Dorado , Room 317 ) <br /> Stockton, California 95202 ) <br /> I. <br /> INTRODUCTION <br /> 1.1 Parties. The California Environmental Protection Agency, California Regional <br /> Water Quality Control Board, Central Valley Region, ("WATER BOARD") enters into this <br /> Polanco Act Oversight Agreement ("Agreement" or "Oversight Agreement") with the City of <br /> Stockton, Redevelopment Agency, (hereinafter referred to as the "REDEVELOPMENT <br /> AGENCY"). <br /> 1.2 Site. The property which is the subject of this Agreement("Morton-Alco Site" or <br /> "Site") is historically referred to as the Morton Operable Unit("Morton OU"). Due to change in <br /> responsibility, the property is referred to herein as the Morton-Alco Operable Unit ("Morton- <br /> Alco OU"). The Morton-Alco OU is approximately one acre, located along the southern border <br /> of the Unocal OU, and occupies approximately the northern two-thirds of the block bounded by <br /> former Main, South Lincoln, former Market,and former Harrison Streets (a portion of APN 137- <br /> 370-04). The Site is more particularly described as Lots 1, 3, 5, 7, 9 11, 15, and 16 in Block <br /> "K," west of Center Street in the City of Stockton, according to the Official Map or Plat thereof <br /> (a portion of APN 137-370-04). The Morton-Alco Site is located within Parcel 2A as described <br /> in the Complaint filed by the REDEVELOPMENT AGENCY in the underlying court action <br /> referred to below in Section 2.1 of this Agreement. The Site is located in Stockton, San Joaquin <br /> County, California. A diagram of the Site and a location map are attached as Exhibit A and <br /> Exhibit B, respectively, which are incorporated herein by this reference. The Site is located in <br /> the REDEVELOPMENT AGENCY's Amended West End/Central Stockton Redevelopment <br /> Project Area. <br /> 1.3 Jurisdiction. This Agreement is entered into by WATER BOARD and <br /> REDEVELOPMENT AGENCY pursuant to Health and Safety Code (H&SC) section 33459, et <br />
